About this file
This is a Scope of Work document for a Request for Proposal (RFP 250185) issued by the Orange County Transportation Authority (OCTA) seeking a tolling consultant to provide Electronic Toll and Traffic Management (ETTM) system technical support and oversight services. The consultant will support both the 405 Express Lanes on Interstate 405 and the 91 Express Lanes on State Route 91, with services including review and approval recommendations of Kapsch TrafficCom USA's design and installation plans, oversight of dynamic pricing implementation, Key Performance Indicators (KPI) reporting validation, and coordination of project closeout and acceptance testing. The 405 Express Lanes officially went live in December 2023 with final acceptance completed in January 2025, while replacement work on the legacy 91 Express Lanes system remains in progress. The consultant will serve as the technical point of contact and facilitate coordination among OCTA, the system integrator, back-office integrator, Caltrans, and other third parties as needed. The contract term is fifteen (15) months with a total budget of $480,000.
A critical prohibition restricts the ETTM system integrator and all its subcontractors at any tier from submitting proposals for this technical support role, ensuring independent oversight. The scope permits OCTA to task the consultant with additional scope-related work at the Authority's direction. The consultant's personnel are explicitly prohibited from authorizing or directing actions, obligating OCTA to any course of action, or providing recommendations that could affect Authority decisions without significant substantive review by OCTA personnel, counsel, and management, establishing clear boundaries between advisory services and governmental decision-making authority.
