About this file
This is an interoffice procurement memorandum from the Orange County Transportation Authority (OCTA) dated February 4, 2026, regarding RFP 250185 for Electronic Toll and Traffic Management System Technical Support/Oversight Services. The procurement seeks qualified consultants to provide technical support and oversight services for the 405 Express Lanes and related projects. The contract term is fifteen (15) months with a total budget of $480,000. The evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing/Project Organization (30%), Work Plan (20%), and Cost (25%), with the RFP procurement type selected to accommodate multiple evaluation factors beyond cost considerations.
The contract will be structured as a time-and-expense arrangement with hourly rate proposals, as no specific scope of work detailing individual tasks was available to establish a firm-fixed price contract. The funding source is identified as Local Measure M. An independent cost estimate has been received, and requisition number R000947 was issued. The suggested evaluation team includes Ellen Lee (Senior Project Manager, 405 Express Lanes), Anthony Rodriguez (Project Manager, 91 Express Lanes), Sydney Collins (IS Project Manager, 405 Express Lanes), and Archie Tan (Principal Transportation Model Analyst, Transportation Modeling). Project manager concurrence was obtained on January 16, 2026, and procurement plan approval was signed by the CAMM Section Manager on February 5, 2026.

INTEROFFICE MEMO
February 4, 2026
To: Ellen Lee, Senior Project Manager, 405 Express Lanes
From: Michael Cardozo, Senior Contract Administrator, CAMM
Subject: Time Schedule for Release, Selection and Award RFP 250185 “Electronic Toll and Traffic Management System
Technical Support/Oversight Services”
Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.
Procurement Type: RFP IFB
Justification:
A Request for Proposals (RFP) procurement type is applicable because there are multiple factors for selection to be considered beyond cost.
Evaluation Criteria:
PROPOSAL WEIGHT
Qualifications of the Firm 25% Staffing/Project Organization 30% Work Plan 20% Cost 25% Justification: The standard 25 percent for each criterion was not used for this procurement. Qualifications of the firm is weighted at 25 percent to ensure firms have prior experience performing similar services. Staffing and project organization is weighted at 30 percent as the firm must demonstrate it has the requisite personnel for this project. Work plan is weighted at 20 percent each as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work. Cost is weighted at 25% to ensure rates remain competitive so OCTA receives value for the services provided
Contract Type: Time & Expense CTO-Based Firm Fixed Price
Justification: (Explain the rationale for using the particular contract type):
The contract type is time-and-expense because firms are requested to propose hourly rates for the services specified in the Scope of Work. The RFP
Procurement Plan, RFP 250185 does not have a specific Scope of Work detailing individual tasks. Therefore, a firm-fixed price contract cannot be used.
