About this opportunity
The City of Palo Alto Utilities (CPAU) is soliciting qualified contractors through an Invitation for Bids (IFB) to provide comprehensive surface preparation and protective coating services for electric substation equipment across seven substations within the city's distribution system. The project scope includes cleaning, surface preparation, corrosion treatment, priming, and application of high-performance utility-grade protective coatings on transformers, circuit breakers, switchgear, steel structures, bus supports, capacitor houses, control cabinets, and associated components in energized utility environments. Equipment requiring coating services spans multiple manufacturers including National Industries, Allis Chalmers, Siemens, Westinghouse, Peterson, Federal Pacific, RTE, and Ohio Brass, with the Colorado Substation containing the most extensive inventory of 29 items and the remaining six substations (Adobe Creek, Maybell, Hansen Way, Hanover, Park Boulevard, and Quarry) containing between 3 and 10 items each. All materials and coating systems must meet or exceed utility-grade performance standards suitable for the Palo Alto region's environmental conditions, with specific requirements including ANSI No. 70 light gray finish paint, Fire Engine Red bushing caps using silicone alkyd, compliance with Steel Structure Painting Council (SSPC) and Occupational Safety and Health Administration (OSHA) standards, and a minimum one-year warranty covering defects in workmanship and materials. Contractors must demonstrate California state contractor licensure, evidence of full site inspection and project knowledge, strong technical expertise, and a proven safety record. A non-mandatory pre-bid meeting and site walk is scheduled for April 15, 2026, at 9:00 a.m. at the Colorado Substation with required Class 1 FR shirts and hard hats; written questions must be submitted by April 17, 2026, at 1:00 p.m.; and electronic bids are due April 24, 2026, at 3:00 p.m. through the City's OpenGov procurement portal. Work is anticipated to commence July 1, 2026, with a completion deadline of 1,095 working days from the Notice to Proceed, and evaluation will be based on cost, contractor experience, reference checks, and proposed painting techniques.
No specific set-aside designations for disadvantaged enterprises or other restricted bidder categories are detailed in the solicitation documents, though all selected contractors must comply with California prevailing wage requirements under Labor Code Sections 1720 et seq. and maintain registration with the California Department of Industrial Relations (DIR). No incumbent vendors or current contractors are identified in the project documentation. The City reserves the right to award the contract to a single contractor or multiple contractors. Bid security requirements include a bid bond of no less than 10 percent of the aggregate bid amount for bids exceeding $25,000, and the selected contractor must provide performance and payment surety bonds each in the amount of 100 percent of the contract sum within 10 business days of the Notice of Award. Liquidated damages are assessed at $500 per day for failure to achieve final completion within the contract time, and the City will retain 10 percent of undisputed amounts on each progress payment, with payment due within thirty days of receipt of properly submitted applications. Based on the engineering estimate documentation, Year 1 painting costs are estimated at $840,500 across the seven substations (Colorado $209,500, Hansen Way $150,000, Quarry $167,000, Park Boulevard $99,000, Maybell $70,000, Hanover $58,000, and Adobe Creek $87,000), plus $100,000 in Year 1 mobilization costs, for a Year 1 project total of approximately $940,500, with subsequent years showing reduced annual expenditures ranging from $274,000 to $327,000 over a four-year project timeline.
