About this file
This is a Bid Form for the City of Palo Alto, California, pertaining to surface preparation and painting services for electric substation equipment across seven municipal substations. The City of Palo Alto Utilities (CPAU) is soliciting qualified contractors to perform cleaning, surface preparation, corrosion treatment, priming, and application of high-performance protective coatings on transformers, breakers, steel structures, bus supports, and associated components within energized utility environments. The project aims to preserve critical infrastructure, mitigate corrosion, and support long-term reliability of the City's electric assets while adhering to all applicable regulations, environmental requirements, and industry best practices. The bid form establishes a base bid structure using lump sum pricing for the primary scope of work, supplemental unit pricing for potential additional work contingent upon field conditions, and provisions for additive and deductive alternate bids. Bidders must acknowledge receipt of all addenda issued during the bidding process, with failure to do so potentially considered a bid irregularity. All material and coating systems must meet or exceed utility-grade performance standards suitable for the Palo Alto region's environmental conditions.
The bid form requires that all pricing be fully inclusive of labor, equipment, materials, transportation, applicable taxes, profit, insurance, bonds, and overhead costs. Bidders must demonstrate California state contractor licensure as required by California Business & Professions Code Section 7028, provide evidence of full site inspection and knowledge of physical conditions, represent that no claims or disputes exist with the City that would affect performance capability, and complete a subcontractor listing identifying all firms performing work on the project. The selected contractor will be expected to coordinate closely with City staff to minimize operational impacts, maintain clear communication, and adhere to established schedules across all seven substation sites while ensuring proper containment, waste handling, and environmental compliance throughout project execution. The bidder must submit a designated contact person, certify non-collusion with other bidders, and warrant the accuracy of all submitted information.
