Appendix VIII – Quarry Substation Equipment Inventory
This document is an equipment inventory appendix to the City of Palo Alto Utilities' Invitation for Bids for electric substation equipment painting services. The appendix lists ten major items of electrical equipment at the Quarry Substation requiring surface preparation and protective coating services. The inventory includes two transformers (XF QR 20 and XF QR 21, manufactured by National Industries, each measuring 207"w x 146"d x 164"h with galvanized radiators), a switchgear assembly (Peterson model, 356"w x 195"w x 119"h), two gas circuit breakers (Siemens SP 72 models), two additional transformers (XF QR 22 and XF QR 23, manufactured by KHULMAN, each 159"W x 161"D x 161"h), a second switchgear assembly (Peterson model), an oil circuit breaker (Westinghouse 690-G-3500), and a capacitor house (Butler, 15'd x 45'w x 12'h). The Quarry Substation represents one of seven substations included in the overall project, with estimated Year 1 painting costs of $167,000. Electronic bids are due April 24, 2026, at 3:00 p.m., with a non-mandatory pre-bid site walk scheduled for April 15, 2026, at 9:00 a.m. at the Colorado Substation. Work is anticipated to commence July 1, 2026, with a completion deadline of 1,095 working days from the Notice to Proceed.
The appendix includes photographic documentation of each equipment item and its condition, providing bidders with visual reference for assessing scope and surface preparation requirements. Contractors must possess California state contractor licensure, demonstrate full site inspection knowledge, and comply with utility-grade performance standards including ANSI No. 70 light gray finish paint specifications and Fire Engine Red bushing caps using silicone alkyd. All selected contractors must comply with California prevailing wage requirements and maintain registration with the California Department of Industrial Relations. The City reserves the right to award the contract to a single contractor or multiple contractors, with performance and payment surety bonds required at 100 percent of the contract sum and a 10 percent bid bond for bids exceeding $25,000. Liquidated damages are assessed at $500 per day for schedule delays, and the City will retain 10 percent of undisputed amounts on each progress payment.
