About this file

Appendix X is an equipment list for the Hanover Substation, one of seven electric substations operated by the City of Palo Alto Utilities (CPAU) included in a comprehensive surface preparation and protective coating services project. The Hanover Substation equipment inventory consists of six items requiring painting services: a transformer (HULMAN, 159"W x 161"D x 161"H), switchgear (Allis Chalmers, 400"W x 180"W x 120"H), capacitor house (Butler, 480"W x 144"D x 120"H), trificator (Ohio Brass, 48"H x 12" round with previously painted surfaces only), and two padmount switches (Elliott). The broader solicitation encompasses cleaning, surface preparation, corrosion treatment, priming, and application of high-performance utility-grade protective coatings across equipment in all seven substations. A non-mandatory pre-bid meeting and site walk is scheduled for April 15, 2026, at 9:00 a.m. at the Colorado Substation; written questions must be submitted by April 17, 2026, at 1:00 p.m.; and electronic bids are due April 24, 2026, at 3:00 p.m. through the City's OpenGov procurement portal. Work is anticipated to commence July 1, 2026, with a completion deadline of 1,095 working days from the Notice to Proceed.

The Year 1 engineering estimate allocates $58,000 for Hanover Substation painting services as part of a total Year 1 project cost of approximately $940,500 (including $100,000 mobilization), with subsequent years showing reduced annual expenditures ranging from $274,000 to $327,000 over a four-year project timeline. All materials and coating systems must meet utility-grade performance standards including ANSI No. 70 light gray finish paint and Fire Engine Red bushing caps using silicone alkyd, with compliance required to Steel Structure Painting Council (SSPC) and Occupational Safety and Health Administration (OSHA) standards and a minimum one-year warranty. Contractors must provide a bid bond of no less than 10 percent of the aggregate bid amount for bids exceeding $25,000, and selected contractors must provide performance and payment surety bonds each in the amount of 100 percent of the contract sum within 10 business days of Notice of Award. Liquidated damages are assessed at $500 per day for failure to achieve final completion within contract time, and the City will retain 10 percent of undisputed amounts on each progress payment. All selected contractors must comply with California prevailing wage requirements under Labor Code Sections 1720 et seq. and maintain registration with the California Department of Industrial Relations (DIR). The City reserves the right to award the contract to a single contractor or multiple contractors, with no specific set-asides or incumbent vendors identified.
