About this file
This is a technical specification document issued by the City of Palo Alto Department of Utilities for the painting of substation equipment across seven electric substations within the city's distribution system. The specification establishes comprehensive requirements for surface preparation and painting of energized and de-energized transformers, radiators, switchgear enclosures, circuit breakers, tower structures, and pad-mounted equipment. All contractors must comply with applicable standards from the Steel Structure Painting Council (SSPC), American National Standards Institute (ANSI), Occupational Safety and Health Administration (OSHA), and California Air Resources Board (CARB). Site inspections are available by contacting Richard Baptist at (650)496-6981, and a pre-bid conference may be required. Contractors must submit a detailed work schedule to the engineer fourteen (14) business days prior to site mobilization to allow for equipment de-energization. Work will be performed during normal business hours (Monday-Friday, 0800-1600 hours) at high-voltage substations (115kV, 60kV, and 12kV). The specification references four appendices detailing specific painting requirements for transformers, circuit breakers, metal clad switchgear and control cabinets, and tower structures.
The specification requires all equipment to be painted ANSI No. 70 light gray, with transformer bushing caps painted in Fire Engine Red using two full coats of silicone alkyd. Surface preparation must meet SSPC-SP1 standards for non-deteriorated areas and SSPC-SP3 or SSPC-SP2 standards for deteriorated surfaces. Finish coats must achieve a minimum dry film thickness of 3 mils with average coverage of at least 4 mils. Contractors must provide all labor, equipment, and materials (except city-furnished items), including their own water delivery and electric power supply. Sanitation facilities must be contractor-provided and approved by the engineer. All paint materials must be delivered in original, labeled containers with legible manufacturers' application instructions. Contractors must submit specification submittals with color samples for engineer approval prior to bringing any products to the job site. A one-year warranty is required covering defects in workmanship and materials. Bid evaluation will be based on cost, contractor experience, reference checks, and proposed painting technique, with preference for the flow coat method for transformer radiators.
