About this file
This is a bid form for the City of Palo Alto Utilities (CPAU) Electric Substation Equipment Painting project, a comprehensive surface preparation and protective coating services solicitation for equipment located within seven electric substations across the City's distribution system. The project encompasses cleaning, surface preparation, corrosion treatment, priming, and application of high-performance protective coatings on transformers, circuit breakers, switchgear, steel structures, bus supports, capacitor houses, control cabinets, and associated components across the Colorado, Hansen Way, Quarry, Park Boulevard, Maybell, Hanover, and Adobe Creek substations, with equipment inventories ranging from 3 to 29 items per location. A non-mandatory pre-bid meeting and site walk is scheduled for April 15, 2026, at 9:00 a.m. at the Colorado Substation; written questions must be submitted by April 17, 2026, at 1:00 p.m.; and electronic bids are due April 24, 2026, at 3:00 p.m. through the City's OpenGov procurement portal. Work is anticipated to commence July 1, 2026, with a completion deadline of 1,095 working days from the Notice to Proceed, and the City reserves the right to award the contract to a single contractor or multiple contractors.
The bid form requires submission of a base bid on a lump-sum basis covering all labor, equipment, materials, transportation, applicable taxes, profit, insurance, bonds, and overhead, with provisions for supplemental unit pricing, additive alternate bids, and deductive alternate bids as specified in the project documents. Bid security requirements include a bid bond of no less than 10 percent of the aggregate bid amount for bids exceeding $25,000, and the selected contractor must provide performance and payment surety bonds each in the amount of 100 percent of the contract sum within 10 business days of the Notice of Award. Based on the engineering estimate, Year 1 painting costs total approximately $940,500 (including $100,000 in mobilization costs), with subsequent annual expenditures ranging from $274,000 to $327,000 over a four-year project timeline. All contractors must be duly licensed as a contractor with the State of California, comply with California prevailing wage requirements under Labor Code Sections 1720 et seq., maintain registration with the California Department of Industrial Relations, and provide evidence of full site inspection and project knowledge, strong technical expertise, and a proven safety record. Liquidated damages are assessed at $500 per day for failure to achieve final completion within the contract time, and the City will retain 10 percent of undisputed amounts on each progress payment, with payment due within thirty days of receipt of properly submitted applications.
