About this file

This is a technical specification document issued by the City of Palo Alto Department of Utilities for substation equipment painting services across seven electric substations within the city's distribution system. The project encompasses comprehensive surface preparation and protective coating services for transformers, circuit breakers, switchgear enclosures, tower structures, pad-mounted equipment, and associated components at the Colorado, Adobe Creek, Maybell, Hansen Way, Hanover, Park Boulevard, and Quarry substations. The scope includes solvent cleaning, removal of loose rust and paint, application of primer coats, and finish coating with ANSI No. 70 light gray paint, with Fire Engine Red silicone alkyd finish required for transformer bushing caps. A non-mandatory pre-bid meeting and site inspection is scheduled for April 15, 2026, at 9:00 a.m. at the Colorado Substation, with written questions due by April 17, 2026, at 1:00 p.m. Electronic bids are due April 24, 2026, at 3:00 p.m. through the City's OpenGov procurement portal. Work is anticipated to commence July 1, 2026, with completion required within 1,095 working days from the Notice to Proceed. Evaluation will be based on cost, contractor experience, reference checks, and proposed painting techniques.

The Year 1 engineering estimate totals approximately $940,500, comprising $840,500 in painting costs distributed across the seven substations and $100,000 in mobilization expenses, with subsequent annual expenditures ranging from $274,000 to $327,000 over a four-year project timeline. Contractors must submit specification submittals with color samples for all coating materials prior to job site use and must comply with Steel Structure Painting Council (SSPC), American National Standards Institute (ANSI), Occupational Safety and Health Administration (OSHA), and California Air Resources Board (CARB) standards. All work must be performed in energized high-voltage environments (115kV, 60kV, and 12kV) with de-energized and grounded equipment as required for safety. The contractor must provide a minimum one-year warranty covering defects in workmanship and materials, possess California state contractor licensure, demonstrate full site knowledge through inspection, and maintain registration with the California Department of Industrial Relations. Bid security requirements include a bid bond of not less than 10 percent of the aggregate bid amount for bids exceeding $25,000, and the selected contractor must provide performance and payment surety bonds each equal to 100 percent of the contract sum within 10 business days of award notification. Liquidated damages are assessed at $500 per day for failure to achieve final completion within the contract timeframe.
