About this file
Appendix VII is a supporting exhibit detailing equipment specifications for the Maybell Substation, one of seven substations involved in the City of Palo Alto Utilities' Electric Substation Equipment Painting project. The Maybell Substation inventory includes three major equipment items requiring surface preparation and protective coating services: two 28 MVA transformers manufactured by McGraw Edison (measuring 172"w x 172"d x 204"h each) designated as XF MB 20, and one switchgear unit manufactured by BBC (measuring 363"w x 200"d x 120"h) designated as 20/21. The project scope encompasses comprehensive cleaning, surface preparation, corrosion treatment, priming, and application of high-performance utility-grade protective coatings. A non-mandatory pre-bid meeting and site walk is scheduled for April 15, 2026, at 9:00 a.m. at the Colorado Substation, with written questions due by April 17, 2026, at 1:00 p.m., and electronic bids due April 24, 2026, at 3:00 p.m. Work is anticipated to commence July 1, 2026, with a completion deadline of 1,095 working days from the Notice to Proceed.
The Maybell Substation painting work is budgeted at $70,000 for Year 1, representing part of the total Year 1 project cost of approximately $940,500 across all seven substations. The engineering estimate includes $100,000 in Year 1 mobilization costs, with subsequent years showing reduced annual expenditures ranging from $274,000 to $327,000 over a four-year project timeline. All materials and coating systems must meet or exceed utility-grade performance standards suitable for the Palo Alto region's environmental conditions, including ANSI No. 70 light gray finish paint and Fire Engine Red bushing caps using silicone alkyd. Contractors must comply with California state contractor licensure requirements, Steel Structure Painting Council (SSPC) and Occupational Safety and Health Administration (OSHA) standards, California prevailing wage requirements under Labor Code Sections 1720 et seq., and provide performance and payment surety bonds each in the amount of 100 percent of the contract sum. Liquidated damages are assessed at $500 per day for failure to achieve final completion within the contract time.
