About this opportunity
Hillsborough County Public Schools (HCPS) in Florida is requesting bids for drinking fountain and ice machine filter services across the district's facilities, with bids due August 12, 2026, under ITB 26233-ITB-MST. Technical questions were due July 22, 2026.
The scope covers filter replacement labor, materials, and consumables for approximately 6,500 water cooler units and 460 ice machine units across 235 PreK-12 schools and district administrative offices. All replacement filters must meet NSF/ANSI 42, 53, and 372 certifications; NSF/ANSI 401 compliance (emerging compounds including microplastics and PFOA/PFOS) is required for water coolers and optional for ice machines. Vendor must maintain and update the district's filter change log as equipment is added, removed, or replaced. Filter changes are anticipated every six months based on current usage and existing indicators. Student nutrition ice machines are excluded from scope. Bidders must submit manufacturer specification sheets and current NSF, IAPMO, or WQA certification listings verifiable in public databases prior to award.
Pricing is structured as unit rates for water cooler filter replacements and ice machine filter replacements, a flat-rate manifold installation service for non-retrofitted equipment, and optional NSF/ANSI 401 compliant ice machine filters. All costs including labor, inspection, equipment testing, inside delivery, setup, shipping, insurance, and service consumables must be included in bid prices; additional items not identified in specifications are available at cost-plus with markups not exceeding 15 percent. Vendors may offer discretionary discounts. The district reserves the right to award to the lowest responsive, responsible bidder with potential for multiple awardees.
Bidders must execute affidavits certifying compliance with Florida Statute 287.138 (no foreign country of concern ownership or control) and Section 787.06(13) (no coercion for labor). Drug-free workplace verification, debarment certification, scrutinized company list compliance, and proof of no unauthorized alien employment are required. Standard payment terms are Net 45. Bidders must provide three business references from the previous three years, preferably from school districts or government agencies, and maintain comprehensive insurance and indemnification as specified. HCPS reserves the right to reject any bids and may terminate for convenience with 30 days' written notice or for cause with liquidated damages up to 5 percent of contract value.
Addendum 1 extended the original August 5 deadline to August 12, 2026, and clarified filter certification and multi-filter payment structures.
