About this file
This is Addendum 1 to a competitive solicitation issued by Hillsborough County Public Schools in Tampa, Florida, for drinking fountain and ice machine filter services. The solicitation (26233-ITB-MST) covers the provision of all necessary labor, materials, and filters for water fountains and commercial refrigeration units at district facilities in compliance with local, state, ASHRAE, and OSHA regulations. The district anticipates filter replacement every six months based on current usage schedules and requires the vendor to maintain and update district logs documenting all filter changes, including additions or removals of equipment and changes to equipment brands or types. The original bid due date has been extended to Friday, August 12, 2026, at 5:00 PM. A sample submission deadline is also referenced in Section 4.4.3, with clarification that vendors must submit manufacturer specification sheets and current certification listings for all proposed filter models prior to award to verify compliance with applicable standards.
The addendum clarifies that water fountains and ice machines may contain multiple filters from different brands, and vendors will be paid on a per-filter basis at the bid price multiplied by the number of filters replaced. All replacement filters must meet HCPS-approved standards, which include certification to NSF/ANSI 42 (chlorine, taste, and odor reduction), NSF/ANSI 53 (health effects, including lead reduction), and NSF/ANSI 401 (emerging compounds, including microplastics), with third-party-certified PFOA/PFOS reduction claims. Bidders are required to submit detailed manufacturer specification sheets and current certification listings verifiable in NSF, IAPMO, or WQA public listing databases as part of their bid response to ensure compliance with established water quality standards prior to contract award.

Sections 3.4.6.3 and 3.4.7.3 require the Contractor to "Install HCPS-approved replacement filters," but the solicitation does not define the criteria for HCPS approval. Given that these filters treat drinking water consumed daily by students and staff, will HCPS require all replacement filters furnished under this contract to be certified to NSF/ANSI 42 (chlorine, taste, and odor reduction), NSF/ANSI 53 (health effects, including lead reduction), and NSF/ANSI 401 (emerging compounds, including microplastics), with third-party-certified PFOA/PFOS (PFAS) reduction claims? If not, please define the minimum performance and certification standards a replacement filter must meet to be considered "HCPS-approved."
See attachment 26233-ITB-MST Filter Standards
Will HCPS require Bidders to submit, as part of the Bid response, manufacturer specification sheets and current certification listings (verifiable in the NSF, IAPMO, or WQA public listing databases) for the specific replacement filter models proposed, so that HCPS may verify compliance with the applicable standards prior to award?
