About this file
This is a Vendor Affidavit regarding the Use of Coercion for Labor and Services required by Hillsborough County Public Schools in Florida. The affidavit is mandated by Section 787.06(13) of the Florida Statutes for all nongovernmental entities executing, renewing, or extending contracts with the School Board of Hillsborough County. The contract opportunity involves providing drinking fountain and ice machine filter services, including all necessary labor, materials, and filters for water fountains and commercial refrigeration units in compliance with local and state regulations, as well as guidelines established by the American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE) and the Occupational Safety and Health Administration (OSHA). The district anticipates filter changes every six months based on current usage schedules and requires the vendor to maintain current district logs documenting all filter replacements and to update records as new sites, fountains, ice machines, or equipment changes occur.
The vendor must execute the affidavit under penalty of perjury, certifying that the company does not engage in prohibited labor practices including use of physical force, unlawful restraint or confinement, debt coercion tied to labor, confiscation of identification documents, threats of financial harm, fraud or deceit in recruitment, or provision of controlled substances for exploitation. An authorized company representative must sign the affidavit, providing their name, title, and date of execution. The affidavit serves as a compliance requirement rather than establishing pricing terms, set-asides, or funding arrangements for the drinking fountain and ice machine filter services contract.
