About this opportunity
The Oregon Department of Transportation (ODOT) is conducting a sealed-bid procurement through an Invitation to Bid (ITB) for the replacement of a 140-ton chiller unit at the DMV Headquarters in Salem, located in Marion County. The project scope encompasses the uninstallation and removal of an existing 140-ton Trane rooftop chiller and installation of a new 140-ton Daikin Model #AGZ010FUUNNSUNNHPKOA or approved equal unit, along with replacement of rooftop curbs, two water pumps, two variable frequency drives (VFDs), an air separator, a pot feeder, and the main rooftop electrical disconnect. Deliverables include factory-authorized startup and testing, system balancing, owner training, comprehensive operations and maintenance documentation with equipment details including manufacturer, model, serial number, and installation date, and a one-year installation warranty on all workmanship. Key qualifications include possession of a current Construction Contractors Board license, registration in the OregonBuys electronic procurement system, maintenance of a public works bond, demonstrated financial capability, and satisfactory performance on previous similar projects. The contractor must also comply with Oregon prevailing wage rates for Marion County (BOLI Region 3) and State Buy America requirements. Critical deadlines include a mandatory pre-bid conference on March 17, 2026 at 1:30 PM Pacific Time at the project site (1905 Lana Ave, Salem, OR 97314), with non-attendance resulting in automatic bid rejection; bid submission through OregonBuys by April 2, 2026; project commencement no earlier than October 1, 2026; and substantial completion by November 24, 2026 with final completion by November 30, 2026. The contract is structured as a lump-sum agreement with liquidated damages assessed at $600 per calendar day for each day exceeding the substantial completion date, and award will be made to the lowest responsive bid from a responsible bidder, followed by a five-calendar-day protest period.
This procurement contains no disadvantaged enterprise set-asides or restrictions limiting response to specific organization types beyond standard contractor licensing and bonding requirements. All bidders must submit bid security equal to 10% of the total bid amount, a completed Bidder Information and Certifications Form (Form A-1), pricing information, and a First-Tier Subcontractor Disclosure Form (Form A-4) with their proposals. No incumbent vendors or current contractors are identified in the procurement documents. The project is subject to State Buy America provisions under ORS 279C.303, requiring that all steel, iron, coatings, and specified manufactured products be produced in the United States, and all electrical work must be completed by licensed electricians. Additionally, new mechanical units must be 20 percent more efficient than the minimum efficiency required by the Oregon Energy Efficiency Specialty Code and must weigh the same or or less than the units being replaced. Required insurance includes Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate, along with Commercial Automobile Liability insurance of $1,000,000 per occurrence. The project cost estimate for bonding purposes ranges from $100,000 to $300,000, with funding anticipated from State sources and award contingent upon receipt of sufficient funding.
