Attendance at the pre-bid conference is required for bid responsiveness, and it convenes in front of 295 Church Street SE, Salem, Oregon 97301.

Bidders must have a minimum of ten years' experience with commercial construction projects of similar size and scope and must provide references for at least five comparable projects. Bidders must also be registered with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board. Scope covers removal, disposal, and installation of a new 30-ton HVAC complete system at CC Media, 575 Trade Street, and a new 35-ton rooftop HVAC complete system at the IT facility, 295 Church Street. All work takes place in Marion County, Region 3.

The City will award to the lowest responsive and responsible bidder based on total lump sum pricing. Each bid must include bid security of 10 percent of the bid price, provided as a surety bond, irrevocable letter of credit, cashier's check, or certified check. First-tier subcontractor disclosure is due within two business hours of bid closing for subcontractors furnishing labor or labor and materials valued at 5 percent of the bid or at least $15,000, or $350,000 regardless of percentage. The City reserves the right to reject any or all bids and to postpone award for up to 30 days.

The contract requires final completion within 90 calendar days from the date Contract Times commence, with liquidated damages assessed at $45 to $900 per calendar day depending on contract value.
