About this file
This is a model number information document for the Oregon Department of Transportation's DMV Headquarters Chiller #2 replacement project (Contract ID S-73000-00016059). The document provides specifications for the existing 140-ton chiller unit being replaced at the DMV Headquarters located at 1905 Lana Ave, Salem, OR 97314. A mandatory pre-bid conference is scheduled for March 17, 2026 at 1:30 PM Pacific Time at the project site, with non-attendance resulting in automatic bid rejection. Sealed bids must be submitted through the OregonBuys electronic procurement system by April 2, 2026. The project scope includes uninstallation and removal of the existing unit and installation of a new 140-ton Daikin Model #AGZ010FUUNNSUNNHPKOA or approved equal, along with replacement of rooftop curbs, two water pumps, two variable frequency drives, an air separator, a pot feeder, and the main rooftop electrical disconnect. Project commencement is scheduled no earlier than October 1, 2026, with substantial completion required by November 24, 2026 and final completion by November 30, 2026. Liquidated damages are assessed at $600 per calendar day for delays beyond the substantial completion date.
Award will be made to the lowest responsive bid from a responsible bidder, with a five-calendar-day protest period following selection. Bidders must possess a current Construction Contractors Board license, maintain public works bonds, demonstrate financial capability, and comply with Oregon prevailing wage rates for Marion County (BOLI Region 3) and State Buy America requirements. Bid security of 10 percent of the total bid amount is required, along with submission of a Bidder Information and Certifications Form (Form A-1) and First-Tier Subcontractor Disclosure Form (Form A-4). The project cost estimate for bonding purposes ranges from $100,000 to $300,000, with funding anticipated from State sources and award contingent upon receipt of sufficient funding. Required insurance includes Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate, plus Commercial Automobile Liability insurance of $1,000,000 per occurrence. The new mechanical unit must be 20 percent more efficient than the minimum efficiency required by the Oregon Energy Efficiency Specialty Code and must weigh the same or less than the unit being replaced. Deliverables include factory-authorized startup and testing, system balancing, owner training, comprehensive operations and maintenance documentation, and a one-year installation warranty.
