About this opportunity

The Oregon Department of Transportation is soliciting bids through Invitation to Bid for replacement of sound panels at Building M, 885 Airport Road SE in Salem, with bids due December 15, 2026 and a mandatory pre-bid conference at the project site on November 24, 2026 at 10:00 a.m. Bidder attendance at the conference is required for bid consideration. Oregon residency preferences and reciprocal preferences for non-resident bidders apply to award evaluation, and all bidders must hold an Oregon Construction Contractors Board license before submission. Award goes to the responsible bidder with the lowest responsive bid price. Bids must be submitted through OregonBuys.

The scope covers all labor, materials, transportation, equipment, and services to remove deteriorated panels, install new ceiling and wall panels, and work around or relocate existing machinery. The state-funded public improvement contract is subject to BOLI prevailing wage rates for Region 3 (Marion County), with weekly certified payroll reports required for the general contractor and all subcontractors. The design targets a reverberation time (RT60) of 1.5–1.7 seconds, down from a measured 3.2–4.8 seconds. Panels must achieve a minimum Noise Reduction Coefficient of 0.80 under ASTM C423, meet ASTM E84 Class A flame spread and smoke ratings, and resist scrubbing under ASTM D4828. The contractor must perform acoustic modeling using EASE, SoundPlan, or equivalent software. Acceptable panel types are PVC-faced, factory-sealed scrubbable, or high-impact polymer-faced, with preference for RECORE or approved equal products. The owner may require post-installation RT60 testing per ISO 3382. Plans show 1,041 new baffles across two floors.

Bid security equals 10 percent of the total bid. Selected bidders must provide performance and payment bonds each equal to 100 percent of the awarded price, along with insurance certificates and a Responsibility Inquiry form. ODOT will not withhold retainage, and liquidated damages are $600 per calendar day for missing substantial completion. Substantial completion is due February 15, 2027 and final completion February 21, 2027. Work proceeds in sections not exceeding 20 percent of the work area, one section at a time, on weekdays from 7 a.m. to 5 p.m., with at least ten business days' notice before each work start. The contractor must provide a one-year installation workmanship warranty. ODOT Project Manager Austin VanNette can be reached at Austin.van_nette@odot.oregon.gov or 503-507-1394.
