About this opportunity
The State of Oregon is soliciting sealed bids through Invitation to Bid 17086 for the attic HVAC and controls upgrade at Eastern Oregon Correctional Institution in Pendleton, Oregon, with bids due December 16, 2026. The ITB contains no disadvantaged business enterprise or other small business set-asides.
The scope covers upgrading 19 air handling units throughout the attic of the institution's main buildings. Work includes replacing the existing Delta Controls with BACnet controls, adding variable frequency drive fan motors, replacing the primary chilled water pump and distributed coil pumps, replacing pneumatic fail-safe damper actuators with electric actuators, retro-commissioning existing direct digital controls, adding new DDC points, and installing UV lighting in the duct system. Work must follow responsibility charts on the drawings and comply with the International Building Code, International Mechanical Code, ASHRAE standards, and the Oregon Energy Efficiency Specialty Code. Deliverables include as-built drawings, operation and maintenance manuals, and systems manuals with fold-out drawings in electronic formats.
Testing and balancing must be performed by a NEBB or AABC certified firm with a minimum of 10 years of experience. The Building Automation System contractor must be factory-authorized and factory-trained, with documented system compatibility for a minimum of 15 years and ongoing compatibility support for no less than 10 years. UV-C systems require four full days of onsite commissioning by a full-time certified manufacturer representative. Plans and specifications are posted as separate attachments.
