About this opportunity
The City of New Haven is requesting proposals for digital and social media communications support services for the Office of the Mayor, with proposals due November 3, 2026.
The scope encompasses communications strategy and content planning, copywriting, graphic design, photography and video production, social media account management and audience engagement, and performance analytics and reporting. The selected contractor will develop social media and branding guidance and assist City departments with digital communications, with supplemental press and public information support available upon request. Proposers must demonstrate capacity to provide a minimum of 20 hours of service per week, maintain scheduling flexibility, and ensure regular on-site availability in New Haven for filming and other approved assignments.
The contract is structured as a fixed-fee professional services agreement under Connecticut law, with compensation covering all costs including salaries, consultant fees, materials, supplies, and related expenses. Payment is made monthly upon submission of certified payment requisitions detailing services performed and percentage of work completion, subject to the city's electronic invoicing policies. The city retains the right to terminate the agreement for any reason with twenty-one days' written notice and reserves discretion to renew only if renewal provisions exist within the original RFP.
The contractor will be engaged as an independent contractor with no employment relationship or fringe benefits. For contracts meeting the city's definition of "public contract," contractors must take affirmative action to utilize minority contractors, women business enterprises, and disadvantaged business enterprises for subcontracting opportunities, and must comply with Executive Order 11246, Executive Order 11375, Connecticut Fair Employment Practices Act, and the city's Equal Opportunities and Contract Compliance Ordinances. The city retains audit rights for twelve months following contract termination. All reports, information, and data prepared under the agreement are designated as confidential and require prior written city approval for disclosure.
