About this opportunity

The City of Detroit, through its Office of Contracting and Procurement and Housing and Revitalization Department, is seeking qualified contractors for the Detroit Supply Schedule #11 Single Family Home Repairs program, an indefinite delivery indefinite quantity (IDIQ) contract designed to establish long-term relationships with commercial firms for residential rehabilitation services. The procurement targets a broad spectrum of single-family home repair services including lead hazard control, electrical repairs, furnace replacement, roof replacement, plumbing repairs, structural repairs, and general construction trades to serve low to moderate income Detroit homeowners through multiple federally funded programs including Senior Emergency Home Repair (SEHR), High Impact Neighborhood Lead Hazard Reduction Grant (HIN), Lead Hazard Reduction Grant (LHRG), Healthy Homes Production Grant (HHP), Michigan Children's Health Insurance Program (CHIP), and the 0% Interest Home Repair Loan Program. Qualified contractors must possess a Michigan Residential Builder's License, comprehensive insurance coverage (Worker's Compensation minimum $500,000, Comprehensive General Liability minimum $1,000,000, Automobile Liability minimum $1,000,000, and Environmental/Pollution Liability minimum $1,000,000), EPA RRP Rule certification, SAM.gov registration, treasury clearance, and a Certificate of Good Standing from Michigan, along with submission of three years of financial statements, technical proposals, price proposals, and marketing plans through the Oracle system. The open enrollment period runs from January 24, 2025 through March 31, 2025, with contractor onboarding sessions following the enrollment closure, and the program operates on a continuous calendar-year basis with no specified award date as contracts are awarded on an ongoing basis as projects become available. Pricing is established through a fixed-price procurement process conducted during the first quarter of each calendar year, with contractors submitting labor categories and fixed hourly rates for Years 1-5 and Years 5-10, subject to negotiation for fair and reasonable compensation. Contractors are assigned tier designations (1A, 2B, or 3C) based on experience and capacity, with Tier 3C contractors (new or returning from suspension) limited to projects not exceeding $60,000 and restricted to one project at a time for their first three projects.

The program does not impose formal small business or disadvantaged enterprise set-asides; however, it emphasizes Section 3 compliance for owner/developer and general contractor participation in HUD-funded projects and prioritizes workforce development requirements. The procurement is funded through federal Community Development Block Grant (CDBG) allocations from the U.S. Department of Housing and Urban Development (HUD), other federal and state funds, and City general funds, with HRD placing liens on owner-occupied homes for three years and landlord-owned properties for five years under HUD-funded programs. Project caps vary by program category: Healthy Homes ($5,000), Lead Hazard Reduction ($19,999), Emergency Repair Roof ($15,000), and Emergency Repair Other ($8,500), with documented justification required for cost overages and potential liquidated damages assessed at $100 per day for delays exceeding approved construction schedules. The City maintains an approved contractor directory of approximately 45 construction firms and uses a rotating unit price process for contractor assignment across programs; contractors have 48 hours to approve or decline assigned projects and must comply with HRD Contractor Performance Standards (May 2020 or current version). Contractors face potential suspension or debarment for infractions including expiration of licenses or insurance, failure to maintain the City as an additional insured, exceeding construction schedules, contractual violations, incomplete warranty work, and failure to attend consecutive bid invitations or participate in bid solicitations without valid reason, in accordance with federal debarment guidelines under 2 CFR Parts 180 and 2424.
