About this file
This is a Master Scope of Work (SOW) document issued by the City of Detroit Housing and Revitalization Department (HRD) for residential rehabilitation services covering the period 2024-2026. The SOW outlines comprehensive pricing for a broad spectrum of home rehabilitation work including cabinets and vanities, carpentry, carpeting, concrete, demolition, doors, drywall, electrical, faucet fixtures, flooring, foundation work, garage doors, heating and cooling systems, masonry, painting, plumbing, roofing, siding, windows, and miscellaneous repairs. Work items are priced on a unit basis (per linear foot, square foot, or each) with quantities to be determined during individual project walk-throughs. The document specifies that contractors must verify all measurements and quantities during initial site visits and comply with all applicable building codes and HRD Contractor Performance Standards. Contract term is for two years (2024-2026) with no renewal options explicitly mentioned. The SOW serves as a master pricing schedule for HRD rehabilitation projects rather than a single project specification.
Pricing for line items ranges from $15.00 per linear foot for gutter work to $13,000.00 for boiler installation, with many items incorporating minimum thresholds ranging from $600 to $2,500 to ensure adequate labor and material costs. All final prices include demolition, preparation, installation, finishing, overhead, profit, and debris removal. The document emphasizes lead-safe work protocols throughout, requiring compliance with 29 CFR 1926.62 (Construction Industry Lead Standard), EPA regulations (40 CFR Parts 261 and 745), and HUD Lead Paint Guidelines. Contractors must follow containment procedures, use low-VOC materials where specified, and perform substrate stabilization using products such as Eco-Bond Lead Defender. Work requiring sealed bids or additional quotes is flagged as "BID/ICE" (Inspector Cost Estimate), and certain projects like foundation work require minimum three quotes. The SOW specifies that no new contract opportunities will be offered by HRD until contractors sign and return the executed master SOW, establishing this document as a binding pricing agreement for all work performed under HRD rehabilitation contracts during the 2024-2026 period.
