About this file
This is a Memorandum of Understanding (MOU) document from the City of Detroit Housing and Revitalization Department regarding concrete work installations and repairs on residential properties. The document outlines the city's policy for concrete driveway, sidewalk, patio, and porch installations that incorporate industry-recognized standards. The MOU requires property owners to acknowledge and accept the department's terms prior to concrete work being performed on their homes. The document includes signature lines for the property owner, homeowner, Housing Compliance Inspector, and Chief of Housing Inspections, along with contact information for the Coleman A. Young Municipal Center located at 2 Woodward Avenue, Suite 908, Detroit, Michigan 48226.
The MOU specifies that the City of Detroit and contractors cannot guarantee concrete work or be held responsible for hairline cracks, stone pops, or scaling that may result after installation or replacement due to Michigan's severe winter weather conditions and resulting frost heave. The city will only order warranty work for concrete repairs if the contractor demonstrates neglect of work specifications, building codes, faulty materials, or if a continual safety trip hazard exists. Additionally, the document explicitly prohibits the use of salt on newly poured or installed concrete. The MOU serves as a liability protection mechanism while establishing clear expectations regarding concrete quality standards and post-installation conditions.
