About this file
This is a Contractor Suspension & Disbarment Policies document issued by the City of Detroit's Housing and Revitalization Department. The document outlines the infractions and sanctions applicable to contractors on the City's approved contractor list. Contractors may be suspended for specific violations including expiration of licenses or insurance coverage, failure to maintain the City as an additional insured, exceeding construction schedules, contractual violations, failure to submit required final payment documentation, incomplete warranty work, and failure to attend two consecutive Invitations to Bid and Walkthroughs without formal written notice or failure to bid on three consecutive bid solicitations without valid reason. Suspensions result in temporary or permanent removal from the approved contractors list, rescission of awards, and termination of existing contracts.
The Housing and Revitalization Department adheres to federal debarment and suspension guidelines in accordance with 2 CFR Parts 180 and 2424. Any suspected fraud, waste, abuse, or corruption by a contractor will be referred to the City's Office of Inspector General for investigation and appropriate action. The policy requires an authorized representative to sign and acknowledge understanding of these suspension and debarment provisions. The document was revised in April 2019.
