About this opportunity
The City of Detroit is requesting qualifications from residential construction contractors for prequalification on its Pre-Qualified Residential Construction Contractor List supporting the Bridging Neighborhoods Program, with rolling submissions accepted through February 28, 2029. Detroit-based businesses, minority-owned businesses, Detroit-based staffing, and mentor or joint venture partnerships with Detroit-certified businesses receive preference in the bidding process.
Contractors must hold a current Michigan Builder's License; EPA Lead Supervisor Certification and OSHA 10 Certification (required for the business owner and/or site superintendent); three years of company experience in residential rehabilitation construction with at least two completed projects of $75,000 or greater annually (six projects total); demonstrated ability to secure a minimum of $100,000 in construction and warranty bonding; appropriate worker's compensation and liability insurance; approved affidavits from the City's Income Tax Division, Revenue Collections Division, and Human Rights Department; a company D-U-N-S Number; three years of financial statements or tax returns; a completed Program Compliance Statement and Staff Information and Experience Roster; and resumes of the business owner and site superintendent. Prospective contractors may attend mandatory bid walks prior to prequalification.
Prequalified contractors will bid on self-performing residential rehabilitation construction for single-family homes selected for renovation. Individual homes for bid are released monthly, either individually or in bundles. All contractors are required to successfully complete one home before becoming eligible for multiple awards. The prequalification review process can take up to three weeks. Respondents must submit all affidavits and clearances via Oracle along with their qualifications proposal. Funding sources include the Bridging Neighborhoods Program Fund and the City of Detroit General Fund. There is no limit to the number of contractors that may become prequalified.
