About this opportunity

The Texas Health and Human Services Commission (HHSC) is soliciting bids for renewal of the CORES Responder Management System (RMS), EMResource Per Capita, and EMResource Dialysis services under IFB HHS0017688, with responses due September 24, 2026, at 10:30 a.m. Central Time. Questions are due by September 15, 2026.

The scope covers web-based resource management and communication services (EMResource, developed by Juvare) for healthcare, public health, first responders, and government agencies to monitor and notify changes in resource status such as diversions. The contractor shall provide remote support Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a four-hour response requirement to service calls. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any awarded contract.

The initial contract term runs from award date through August 31, 2027, with two optional one-year renewal periods (September 1, 2027–August 31, 2028, and September 1, 2028–August 31, 2029) and one optional one-year extension period at HHSC's sole discretion. The historical monetary value for one year is $734,822.87, provided as a guideline only and not representing guaranteed quantities. Pricing must be firm and fixed for the contract life, submitted via Exhibit C Pricing Sheet with separate structures for a ten-month service period (September–June) and a two-month period (July–August). Price adjustments are at HHSC's sole discretion using the Consumer Price Index formula.

Bidders must submit Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet); failure to include these documents results in disqualification. Contractors must carry comprehensive insurance including workers' compensation, commercial general liability, commercial automobile liability, professional liability, and umbrella coverage. A HUB Subcontracting Plan is encouraged but not required. Responses may be submitted via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive to 1100 W. 49th Street, Austin, Texas.
