About this opportunity

The City of Portland, Oregon is conducting a two-phase competitive procurement for a Contact Survey Pilot under RFP 00002671, with Phase 1 proposals due January 16, 2026 and shortlisting announced February 13, 2026; Know Your Force (Cedar Hills, UT) and Thomas Smyth (New York, NY) have been advanced to Phase 2 evaluation. The original RFP 00002607, posted July 30, 2025, was cancelled November 26, 2025 and reposted as 00002671 due to removal of protected-class preference provisions to comply with federal civil rights requirements under Mayor Wilson's executive order.

The scope encompasses survey design, implementation, and administration including data collection through multiple channels (phone, online, mail), data analysis, and final reporting. The survey platform must integrate with the City's existing Versaterm Computer-Aided Dispatch (CAD) and Records Management System (RMS) through API access, support multiple languages (Spanish, Vietnamese, Chinese, Russian), and comply with CJIS and HIPAA standards depending on call type. Vendor recommendations on data fields, monthly survey volumes, and survey questions are sought.

The contract term is one year from award with potential renewal based on performance and funding availability. Proposers must disclose all subconsultants through COBID certification status and work allocation percentages; placeholder language such as "TBD" is prohibited. All proposals must be submitted through BuySpeed at procure.portlandoregon.gov.

The City requires minimum $2 million commercial general liability and $2 million automobile liability insurance, though modifications to automobile liability and pollution liability provisions may be considered for hosted survey platform services. Work product becomes exclusive City property. Payment is net thirty days via ACH electronic transfer. The City retains unilateral termination-for-convenience rights with thirty days' notice and audit rights for six years post-contract.

Addendum 2, issued January 9, 2026, clarifies that API access to Versaterm CAD data requires direct coordination with Versaterm and execution of a Non-Disclosure Agreement, with historical data access for testing considered case-by-case.
