About this file
This is an addendum to Request for Proposals (RFP) No. 00002671 issued by the City of Portland, Oregon for a Contact Survey Pilot project. The addendum addresses questions submitted by prospective vendors regarding the project specifications and requirements. Key aspects include the integration of survey capabilities with the city's existing Versaterm Computer-Aided Dispatch (CAD) and Records Management System (RMS), with the city seeking vendor recommendations on appropriate data fields, monthly survey volumes, and survey questions. The survey platform must support multiple languages including Spanish, Vietnamese, Chinese, and Russian to meet limited English proficiency requirements. Depending on call type, data security compliance may include CJIS (Criminal Justice Information Services) and HIPAA standards. The original bid submission deadline was January 16, 2025, at 4:00 p.m., and this addendum was issued on January 9, 2026.
The addendum clarifies that API access to Versaterm CAD data will likely require coordination directly with Versaterm and execution of a Non-Disclosure Agreement, with the city providing support for this coordination. Historical CAD data access for testing purposes will be considered on a case-by-case basis by the evaluation committee. Regarding insurance requirements, the city indicated it will consider modifications to Section 6.2.4 coverage requirements individually, including potentially removing or modifying provisions for Automobile Liability and Pollution Liability that may not apply to hosted survey platform services. The city does not provide insurance coverage, placing the burden on contractors to budget for required insurance independently. Questions and concerns regarding the RFP should be directed to Tristan Sakamoto, Senior Procurement Specialist, at 503-823-8867.

ADDENDUM NO. 2
RFP No. 00002671
FOR
Contact Survey Pilot
Bids or Proposals Due: January 16, 2025 By: 4:00 pm
This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.
This Addendum shall answer questions received.
1. Versaterm offers a CommunityConnect feature for community feedback. Can you explain why this feature isn't being used or wasn't considered for this pilot?
Community Connect is one of many products that the Versaterm Public Safety company offers and is not covered by the Versaterm RMS or CAD contracts.
2. What API access or data extraction methods does Versaterm CAD provide for vendor integration? Specifically:
a. Does Versaterm have a documented REST/SOAP API for third-party vendors?
Yes
b. Will the City provide API credentials/documentation, or must we coordinate directly with Versaterm?
This will likely need to be coordinated directly with Versaterm as they may require a Non-Disclosure Agreement (NDA), but the City will support this coordination.

c. What data fields from CAD records will be available for the random sampling process (e.g., incident type, location, contact information, timestamp)?
The evaluation committee is open to vendor recommendations on appropriate data fields to include; however, the City will provide most data fields to the selected vendor through data packets that are used for the RMS call transfer
d. Are there any rate limits or access restrictions we should plan for?
The selection committee will entertain recommendations and request for necessary access from the selected vendor.
e. What is the anticipated monthly survey volume during the pilot? This will help us properly scope our solution.
The evaluation committee is open to vendor recommendations on appropriate monthly survey volume.
3. Will the City provide the survey questions?
We would like to work with the vendor to develop survey questions based on the capabilities of the technology.
4. Beyond English, what languages must the survey platform support to meet LEP requirements for Portland's community demographics?
Spanish, Vietnamese, Chinese, and Russian are the most frequently translated languages under the City’s policy.
5. Are there specific data security certifications required beyond the general privacy protections mentioned (such as CJIS compliance for police data or HIPAA for medical response data)?
Depending on the call type, there may be additional security that may include CJIS and HIPAA.
6. Will vendors have access to historical CAD data for developing and testing the random sampling methodology, or only prospective data from the contract start date?
The evaluation committee will consider requests to access historical CAD data for testing purposes.
7. Can you clarify which insurance coverages listed in Section 6.2.4 are actually applicable to this contract? Specifically, Automobile Liability (6.2.4.3) and Pollution Liability (6.2.4.2) appear listed but may not apply to a hosted survey platform service.
The City will consider changes to the insurance on a case by case basis
8. For a new contractor bidding on this RFP, what's a realistic insurance cost we should budget?
The City does not provide insurance coverage; therefore, cannot provide an answer to this question.
Please direct all questions and concerns to Tristan Sakamoto, Senior Procurement Specialist at 503-823-8867.
