About this opportunity
The City of Pasadena is requesting qualifications and proposals for construction management services on the Holly Street Bridge Seismic Retrofit & Rehabilitation Project, a federally funded initiative administered through the California Department of Transportation's Highway Bridge Program, with proposals due October 29, 2026. The selected consultant will provide on-site inspection services, construction materials testing, and day-to-day oversight of all construction activities in support of City staff operations.
The project is federally funded through Caltrans' Highway Bridge Program, requiring full compliance with federal requirements including Davis-Bacon Act prevailing wage standards, federal-aid contract language (FHWA Form 1273), Title VI nondiscrimination assurances, and DBE monitoring and reporting under 49 CFR 26. All services must adhere to the 2024 Caltrans Standard Specifications and project technical special provisions. The consultant must maintain Professional Liability insurance of $2 million per occurrence and general liability of $1 million per occurrence, with the City named as additional insured; workers' compensation insurance with statutory limits and employer's liability of $1 million per accident; and automobile liability of $1 million per accident.
Scope includes construction surveying, water pollution control coordination, environmental stewardship (including tribal cultural resource monitoring with an approved representative from the Gabrieleno Band of Mission Indians-Kizh Nation), and management of hazardous materials including asbestos-containing materials and aerially deposited lead. Construction activities are restricted to 7:00 AM–7:00 PM weekdays, 7:00 AM–5:00 PM Saturdays, and prohibited Sundays. A critical interim milestone requires full reopening of Holly Street and Arroyo Boulevard to public traffic by April 30, 2028, ahead of the LA28 Olympic Games, with liquidated damages of $2,000 per calendar day for delays, and $6,700 per calendar day overall for work extending beyond contract time.
Consultants must obtain a Pasadena Business License and comply with Pasadena Living Wage Ordinance requirements. Cost proposals must use federally compliant indirect cost rates established by a cognizant agency or accepted by Caltrans; consultant firms may qualify for California Safe Harbor Rates of 120 percent (home office) or 90 percent (field). Prime consultants must submit CPA-audited indirect cost rate reports; subconsultants with participation amounts of $500,000 or greater are subject to financial document review by Caltrans' Independent Office of Audits and Investigations.
Mandatory submission documents include a Designated Representatives and Key Personnel form, noncollusion declaration, conflict of interest disclosure, civil litigation history certification, declaration of eligibility (not debarred), Levine Act party disclosure, Public Contract Code disclosure, fair employment practices and nondiscrimination assurances, equal employment opportunity certification, Unique Entity Identifier from SAM.gov, W-9 tax form, and taxpayer protection amendment disclosure. The cost proposal template is specified and cannot be amended; subconsultants must provide separate cost proposals.
