About this file

This is a Federal Required Certification document pertaining to lobbying restrictions applicable to the City of Pasadena's Construction Management for Holly Street Bridge Seismic Retrofit & Rehabilitation Project, which is federally funded through the Highway Bridge Program (HBP) administered by the California Department of Transportation (Caltrans). The certification requires contractors to confirm that no Federal appropriated funds have been or will be used to influence government officials, Members of Congress, or their employees in connection with the federal contract award, grant, loan, or cooperative agreement. Contractors must also agree to include identical certification language in all subaward documents at every tier, including subcontracts and subgrants, and require all subrecipients to certify and disclose accordingly.

The certification serves as a material representation of fact and is a prerequisite for entering into the transaction under section 1352, title 31, U.S. Code. Failure to submit the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 for each violation. Additionally, contractors are advised that the provisions of 31 U.S.C. Chapter 38, Administrative Remedies for False Claims and Statements, apply to the certification and any related disclosure. The document requires signature and completion by the Contractor's Authorized Official, including the official's name, title, and date of execution.
