About this file
This is an Equal Employment Opportunity Certification document related to the City of Pasadena's construction management services for the Holly Street Bridge Seismic Retrofit and Rehabilitation Project. The document establishes equal employment opportunity requirements and certifications that applicants and selected consultants must comply with for this federally funded project administered through the California Department of Transportation (Caltrans) under the Highway Bridge Program. The certification mandates adherence to federal equal employment opportunity regulations and requires all contractors and subcontractors to demonstrate compliance with non-discrimination provisions in hiring, promotion, compensation, training, and termination practices. Consultants must certify their commitment to equal employment opportunity principles and may be subject to compliance monitoring and reporting throughout the contract term.
The certification document establishes binding commitments regarding workforce diversity and non-discriminatory employment practices as a condition of contract award. All bidders and the selected consultant are required to execute this certification and maintain compliance with applicable federal employment laws and regulations. The requirement reflects the federally funded nature of the project and Caltrans' oversight responsibilities. Non-compliance with equal employment opportunity provisions may result in contract termination, suspension of payments, or debarment from future federal contracts. This certification represents a standard requirement for federally funded construction and professional services contracts in California.

Currently, Standard Form 100 (EEO-1) is the only report required by the Executive Orders or their implementing regulations.
Proposed prime contractors and subcontractors who have participated in a previous contract or subcontract subject to the Executive Orders and have not filed the required reports should note that 41 CFR 60-1.7(b) (1) prevents the award of contracts and subcontracts unless such contractor submits a report covering the delinquent period or such other period specified by the Federal Highway Administration or by the Director, Office of Federal Contract
Compliance, U.S. Department of Labor.
