About this opportunity

The City of Santa Monica is requesting proposals for as-needed communications consulting services organized into two separate scopes, with proposals due October 8, 2026 at 3:00 p.m. and questions due September 17, 2026. Proposers may respond to Track 1 (creative services and multimedia production), Track 2 (earned media, public relations, and strategic communications), or both, with separate proposals required for each track.

Minimum qualifications require five years of professional experience in the relevant services and three professional references from comparable clients. The City intends to establish an as-needed vendor pool with individual engagements awarded on a project basis and no guarantee of work. The contract term is five years. All proposers located in or conducting business within Santa Monica must obtain a City business license and maintain appropriate insurance coverage. The Living Wage Ordinance applies to contracts exceeding $54,200, requiring a minimum wage of $25.00 per hour for covered employees.

Insurance requirements include Commercial General Liability of $1,000,000 per occurrence, automobile liability of $1,000,000 per accident, and workers' compensation as required by California statute with employers' liability coverage of at least $1,000,000 per accident. The City must be designated as an additional insured on the Commercial General Liability policy with primary coverage.

Proposals will be evaluated on a points-based system: 40 points for work quality and sample materials, 25 points for proposal quality, 20 points for experience and references, and 15 points for cost and rate structure. Proposers must submit detailed cost proposals with rate cards reflecting junior, mid, and senior labor rates, production rates, and usage tiers. Work product prepared becomes the exclusive property of the City. Proposals are subject to California Public Records Act disclosure unless clearly marked as trade secrets or confidential information. The City reserves the right to reject all proposals, award to multiple consultants, and request best and final offers.
