About this opportunity

Texas State Technical College is requesting proposals for a cloud-based public safety software solution under RFP #1148791, with proposals due April 27, 2026 through TSTC's Strategic Sourcing portal. The solution must achieve TX-RAMP certification—a decision-flipping requirement that excludes solutions compliant with FedRAMP or StateRAMP alone.

The scope is an integrated platform combining Computer-Aided Dispatch, Records Management System, and Mobile Field Reporting capabilities serving TSTC's four current police locations (Waco, Harlingen, Sweetwater, Marshall) with planned expansion to Abilene and Fort Worth. The system must operate as a unified enterprise supporting multiple campus locations and Originating Agency Identifiers within a single platform, serving approximately 30 employees, 3 CAD workstations (plus 1 planned), 22 GPS-equipped vehicles with Mobile Data Terminals, and 10 mobile devices on 24/7 patrol operations. Mandatory data migration includes approximately 128 GB from one system and 417 GB from another, with significant volumes of images and video requiring assessment for archival or migration.

Compliance requirements include FBI CJIS Security Policy version 6.0, SOC 2 Type II report, TX-RAMP certification, FIPS-validated cryptographic modules, and AES-256 or stronger encryption at rest and in transit with redundant geographically separated data centers and documented disaster recovery. Proposals must disclose any artificial intelligence capabilities with detailed documentation of AI components, data handling, security controls, and bias mitigation.

Evaluation criteria weight technical requirements and functional fit at 30 points; data migration approach, 25 points; pricing, 25 points; future expansion and growth, 10 points; implementation approach, 5 points; and history of support for Texas institutions of higher education, 5 points. Respondents must complete a detailed requirements spreadsheet indicating whether capabilities are included in the base solution, require additional licensing, depend on third-party software, or are unavailable. Questions should be posted to the portal's Q&A Board. Contact TSTC Strategic Sourcing at solicitations@tstc.edu for portal access assistance.
