About this opportunity

Hillsborough County Board of County Commissioners is seeking competitive sealed proposals from experienced for-profit and non-profit entities to rehabilitate, manage, and operate small multifamily housing projects addressing unmet recovery needs from Hurricanes Helene and Milton under a CDBG-DR Notice of Funding Availability, with proposals due September 25, 2026, at 2:00 PM EST.

The estimated project value is $10,000,000 in Community Development Block Grant-Disaster Recovery funding. The solicitation requires applicants to demonstrate affordable housing experience from principals within the last 36 months. All CDBG-DR-assisted units plus 80 percent of total development units must serve households at 80 percent Area Median Income or below for a minimum 20-year period. Applicants must obtain site control certification, submit permit applications or obtain permit-ready certification, and verify principal eligibility through System for Award Management (SAM.gov) debarment checks, tax compliance, and fair housing legal action screening.

Evaluation criteria allocate up to 50 points for General Contractor qualifications, permit status (application submitted, permit ready, or no permits required at up to 10 points each), and affordable units brought online; up to 15 points combined for accessibility improvements (5 percent of units accessible to mobility-impaired persons and 2 percent to sensory-impaired persons preferred) and reduced resident displacement; with proposer requirements and acknowledgements scored on a pass-fail basis. Proximity scoring is calculated based on latitude and longitude coordinates submitted in decimal degree format rounded to seven decimal places relative to bus stops and community amenities.

Contractors must maintain Commercial General Liability ($1,000,000 to $5,000,000), Automobile Liability ($300,000 to $1,000,000), Workers' Compensation per Florida Statute, Professional Liability ($1,000,000 to $5,000,000 per claim), Cyber Liability ($1,000,000 minimum), and Builders Risk at 100 percent of completed project value. All policies must be issued by insurers with A.M. Best ratings of A-, Class 7 or better, and include 30 days' written cancellation notice to Hillsborough County Risk Management. A Cone of Silence restricts all communications between proposers and County employees except through the Director of Procurement or assigned counsel; violations may result in disqualification. Three proposals were submitted by the deadline; preliminary tabulation was issued September 25, 2026.
