About this file
This is a Duplication of Benefits Certification document related to the Hillsborough County Board of County Commissioners' CDBG-DR Notice of Funding Availability (NOFA) for Small Multifamily Rehabilitation Projects in Florida. The certification establishes the framework and requirements for applicants to verify that proposed rehabilitation projects for small multifamily properties do not constitute a duplication of benefits under federal disaster recovery regulations. The document outlines the procedures, definitions, and compliance mechanisms that entities must follow to ensure that assistance provided through CDBG-DR funding does not duplicate benefits already received from other federal, state, local, or private sources related to Hurricane Helene and Hurricane Milton recovery efforts. Applicants must certify their understanding of duplication of benefits regulations and commit to tracking all assistance received across all funding sources to prevent overlapping compensation for the same loss or damage.
The certification requires applicants to maintain comprehensive records of all recovery assistance obtained, including but not limited to Federal Emergency Management Agency (FEMA) grants, Small Business Administration (SBA) loans, insurance proceeds, and other disaster assistance programs. Entities must agree to repay or offset any CDBG-DR funds if duplication of benefits is later identified, and they must comply with ongoing monitoring and reporting requirements established by the funding agency. This certification is a mandatory component of the application process for the $10,000,000 CDBG-DR project addressing unmet recovery needs from the hurricanes, ensuring federal compliance and accountability in the use of disaster recovery funds for multifamily rehabilitation activities.
