About this file

Summary

This is an annotated scoring guide for the Hillsborough County Community Development Block Grant–Disaster Recovery (CDBG-DR) Notice of Funding Availability (NOFA) for Small Multifamily Rehabilitation Projects in Florida. The document serves as an instruction manual for review committees evaluating competitive sealed proposals from for-profit and non-profit entities seeking to rehabilitate small multifamily housing projects addressing unmet recovery needs from Hurricanes Helene and Milton. The guide details the specific sections of the NOFA application form that require committee review, including entity documentation, affordable housing experience verification, relocation experience, site control certification, property eligibility, project readiness components, proximity scoring, and community amenities assessment. The total project funding available is $10,000,000.

The scoring guide establishes explicit evaluation criteria and point allocations across multiple components. Applicants must demonstrate affordable housing experience from principals within the last 36 months, with mandatory restrictions requiring all CDBG-DR-assisted units plus 80 percent of total development units to serve households at 80 percent Area Median Income or below for a minimum 20-year period. Project readiness scoring awards up to 10 points for identified general contractors and up to 10 points for permit status (application submitted, permit ready, or no permits required). Accessibility improvements requiring 5 percent of units accessible to mobility-impaired persons and 2 percent accessible to sensory-impaired persons are preferred. Additional scoring considerations include reduced resident displacement preferences, proximity to bus stops and community amenities, site control documentation, and principal eligibility verification through System for Award Management (SAM.gov) checks for debarment status, tax compliance, and fair housing legal actions.
