About this file

This is a Notice of Funding Availability (NOFA) Application document for the Hillsborough County Board of County Commissioners in Florida, establishing requirements for competitive sealed proposals to rehabilitate small multifamily housing projects. The County seeks experienced for-profit and non-profit entities to rehabilitate, manage, and operate small multifamily properties to address unmet recovery needs from Hurricanes Helene and Milton under the Community Development Block Grant-Disaster Recovery (CDBG-DR) program. The total project estimate is $10,000,000.00. The application document serves as Attachment B to the NOFA and provides the standardized application form and instructions that prospective applicants must complete and submit to be considered for funding awards.

This funding opportunity is administered through CDBG-DR, a federal program designed to support disaster recovery efforts. The application requirements establish evaluation criteria, project specifications, and submission procedures that applicants must follow to qualify for rehabilitation project funding. The NOFA application attachment contains detailed instructions outlining eligible project types, applicant qualifications, required documentation, and scoring methodology for project selection. Applicants are required to demonstrate experience in multifamily housing rehabilitation and management, as well as organizational capacity to successfully execute and operate recovery housing projects. The competitive process ensures that funding is allocated to qualified entities capable of delivering quality housing solutions to meet the documented unmet recovery needs in Hillsborough County resulting from the recent hurricanes.
