About this opportunity
The City of Beaverton, Oregon, in Washington County, is procuring construction services for the 22nd Street and Hart Road Waterline and Sewer Rehabilitation Projects (ITB #26-020), a combined capital improvement package consisting of two distinct, separately-scheduled projects valued between $2,900,000 and $3,200,000. Schedule A (CIP 4136) requires installation of approximately 4,000 linear feet of zinc-coated ductile iron potable water pipe in 8-inch, 6-inch, and 4-inch diameters along SW 22nd Street from Whistling Court to Hall Boulevard and Glenn Drive, including thirteen waterline connection details, potholing for select alignment areas, and replacement of two existing sewer cleanouts with new manhole structures. Schedule B (CIP 4211) involves installation of approximately 1,800 linear feet of zinc-coated ductile iron potable water pipe in 12-inch, 8-inch, 6-inch, and 4-inch diameters along SW Hart Road with four waterline connection details and four completed pothole investigations. Both projects are located on high-traffic residential corridors and require comprehensive traffic control plans with flagging operations; construction for each schedule will occur separately and non-concurrently, with Schedule A required to be completed before Schedule B commences. Bidders must be duly licensed by the Construction Contractors Board or State Landscape Contractors Board and must demonstrate at least three consecutive years of experience as a general contractor on similar public improvement projects within the past five years. All work must comply with the 2024 Oregon Standard Specifications for Construction, City of Beaverton Engineering Design Manual, AWWA standards, and applicable Oregon Administrative Rules. Critical deadlines include a non-mandatory pre-bid conference on December 22, 2025, via Zoom; the question deadline of January 8, 2026, at 5:00 p.m.; electronic bid submission by January 20, 2026, at 2:00 p.m. through the City's e-Procurement Portal; City Council award date of February 17, 2026; estimated Notice to Proceed of March 16, 2026; and substantial completion deadline of September 4, 2026.
The City of Beaverton's Good Faith Effort (GFE) Program requires bidders to contact a minimum of three COBID-certified subcontractors for each Division of Work at least seven calendar days before bid opening, with COBID-certified firms required to be included in subcontracting opportunities for asphalt paving, concrete work, hauling services, landscaping, excavating, sewer/water/storm drain work, traffic control services, and irrigation, with an aspirational participation goal of 15 percent from firms certified by the Certification Office of Business Inclusion & Diversity (COBID). Bid submissions must include a 10 percent bid guarantee (bond, cashier's check, or certified check), tentative construction schedule, current project information forms, bidder responsibility documentation, and first-tier subcontractor disclosures due within two working hours of bid closing. All contractors are required to furnish Performance Bonds and Labor and Materials Payment Bonds equal to 100 percent of the contract amount, plus a 25 percent maintenance and warranty bond, and must file a separate $30,000 public works bond with the Construction Contractors Board for projects exceeding $100,000. The project is subject to Oregon prevailing wage rates under ORS 279C.800 to 279C.875 and federal prevailing wage rates under the Davis-Bacon Act, with contractors required to submit certified weekly payroll statements to the City and maintain compliance with all prevailing wage requirements. Contractors must maintain Commercial General Liability, Automobile Liability, and Oregon Workers' Compensation insurance throughout the contract term, with coverage provided through carriers rated A- or better by A.M. Best. Liquidated damages of $500 per calendar day apply for delays beyond the substantial completion deadline, and the contract includes a two-year warranty on all equipment, materials, and work following written project acceptance.

Project Overview
This project includes two distinct Capital Improvement Projects (CIPs) combined into a single large-scale bid package, each with its own construction schedule and dedicated plan sets. Although construction for each schedule will occur separately (non-simultaneously), both will utilize a shared Special Provisions Specifications Book.
Schedule A - CIP 4136: SW 22nd Street (Whistling Ct to Hall Blvd) & Glenn Drive Public Water and Sewer Improvements
This project involves the installation of approximately 4,000 linear feet of zinc-coated ductile iron potable water pipe (wrapped in polyethylene), in sizes of 8", 6", and 4". Thirteen waterline connection details are included in the scope, with potholing required as part of the bid for select areas of the alignment. Additionally, the project includes the replacement of two existing sewer cleanouts with new manhole structures.
Located along a residential, high-traffic corridor, this project will require a comprehensive traffic control plan. Construction activities in certain areas will necessitate the use of flagging operations.
Schedule B - CIP 4211: SW Hart Road Traffic Circle Public Waterline Improvements
This portion of the project includes the installation of approximately 1,800 linear feet of zinc-coated ductile iron potable water pipe (poly wrapped), with pipe diameters of 12", 8", 6", and 4". The scope includes four waterline connection details. Pothole investigations have already been completed for the entire alignment.
Similar to Scheule A, this project is located on a heavily traveled residential street and will require a robust traffic control plan, including flagging operations, to ensure public and worker safety during construction.
