About this file

This is a locates and utility protection document issued by the City of Beaverton, Oregon, outlining requirements and procedures for contractors performing excavation and utility locating work on public infrastructure projects. The document specifies that contractors must provide 48 hours' notice prior to any excavation activities through the One Call System at (503) 246-6699, which coordinates locates for multiple utility providers including Frontier Communications, Northwest Natural Gas, Qwest, U.S. Sprint, Tualatin Valley Water, the City of Beaverton, Portland General Electric, Clean Water Services, and cable television providers. Emergency repair contacts are provided for each utility company. Contractors are required to comply with Oregon Revised Statutes (ORS) 757.541 to 757.571 and must follow rules established by the Oregon Utility Notification Center as set forth in Oregon Administrative Rules (OAR) 952-001-0010 through OAR 952-001-0090. The document mandates that contractors take appropriate precautions to protect and maintain all existing public and private utility lines during locating work and must leave the project area free of debris and unused materials upon completion.

The document further prohibits street closures for locating and utility protection activities without express written approval from the City of Beaverton's Traffic Engineer. Any street closures require notification to Beaverton School District Transportation at (503)-649-0361 at least 24 hours in advance to coordinate with school bus routes. This regulatory framework applies to capital improvement projects such as the City of Beaverton's 22nd Street and Hart Road Waterline and Sewer Rehabilitation Projects, which involve installation of approximately 5,800 linear feet of zinc-coated ductile iron potable water pipe across two separate construction schedules with associated sewer infrastructure improvements and comprehensive traffic control requirements.
