About this opportunity
The City of St. Cloud, Florida is seeking sealed electronic bids for the 17th Street T-Ball and Baseball Field Improvements REBID project, a comprehensive recreational infrastructure development located at 2897 17th Street in Osceola County. The procurement involves constructing multiple baseball and t-ball fields, including two new baseball fields, renovating four existing baseball fields, building two restroom facilities, constructing a pole barn, and expanding parking areas within the Peghorn Recreation Complex. Key deliverables include field grading, irrigation systems, field lighting, fencing, dugouts, concrete work, utility installations (including water, sewer, and stormwater systems), and landscaping. Electronic bid submissions are due by 2:00 pm on Tuesday, June 4, 2024, through the OpenGov e-Procurement Platform, with a mandatory pre-bid conference scheduled for Thursday, May 23, 2024, at 9:00 am at the St. Cloud Civic Center. Potential bidders must submit questions by Tuesday, May 28, 2024, at 5:00 pm through the platform's question and answer module, with technical support available for bid submission assistance.
The solicitation does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though it requires contractors to be registered with the Florida Construction Industry Licensing Board and meet federal and state regulations. Contractors must provide a bid bond equal to 5% of the total bid amount and demonstrate experience with similar projects by providing references. While no specific incumbent vendor is mentioned, the project involves upgrades to an existing 239-acre city-owned sports complex, suggesting potential integration with current infrastructure. Although the exact project budget is not disclosed, the comprehensive nature of the improvements, including six baseball fields, lighting systems, utility installations, and accessory buildings, indicates a substantial municipal investment. The project is expected to be substantially completed within 180 calendar days after receiving the Notice to Proceed, with final completion required within 30 calendar days after substantial completion, and potential funding sources include municipal budgets with possible federal financial assistance.
