About this file
The document is a technical specification section (Section 36) for pavement removal and restoration, applicable to jurisdictions within the State of Florida, including state, county, municipal, and private rights-of-way. While directly linked to a City of St. Cloud solicitation for 17th Street T-Ball and Baseball Field Improvements REBID, the specification details pavement repair standards and requirements for road and driveway restoration. The bid solicitation is electronically submitted through the OpenGov e-Procurement Platform, with sealed offers accepted until 2:00 pm on Tuesday, June 4, 2024, and questions due by 5:00 pm on Tuesday, May 28, 2024.
The specification provides comprehensive technical requirements for pavement repair, including minimum standards for subbase (12 inches of compacted material), base layers, surface coating, and restoration techniques. Key technical requirements include compaction standards, material specifications (such as limerock or Portland cement concrete), and provisions for different road types and surfaces. The document mandates specific repair methodologies, testing protocols, and a one-year warranty against pavement settlement, with contractors responsible for repairs at no additional cost to the owner. While no specific project budget is mentioned, the detailed specifications suggest a rigorous approach to infrastructure maintenance and restoration across various Florida jurisdictions.

GENERAL
DESCRIPTION:
1.)
The work under this section consists of removal and restoration of road pavement and driveways.
2.)
The following specifications are a direct reference to the Florida Department of Transportation Manual "Standard Specifications for Road and Bridge Construction," latest edition (F.D.O.T. Spec), unless stated otherwise.
36.2
RIGHTS-OF-WAY
1.)
STATE: Pavement, roadway surfaces, and rights-of-way under the jurisdiction of the State of Florida which are utilized in accordance with a State "Utility Permit" shall be protected, removed, and replaced in accordance with the Florida Department of Transportation Standard Specifications for Road and Bridge Construction.
2.)
COUNTY: Restoration and pavement within County rights-of-way shall be in accordance with applicable County Standards and "Right-Of-Way Utilization Regulations".
3.)
MUNICIPAL: Roadway and pavement restoration and right-of-way utilization within City limits shall be in accordance with applicable City standards and regulations.
4.)
PRIVATE: Driveway restoration within the City limits shall be in accordance with applicable City standards and regulations.
36.3
SAW-CUTTING
Where existing pavement is to be removed, saw-cut the surfacing leaving a uniform and straight edge with minimum disturbance to the remaining adjacent surfacing.
36.4
TEMPORARY SURFACE
Compact the backfill as specified and bring to 1-1/2 inches below existing roadway surface unless shown otherwise. Place cold asphaltic patch to existing roadway surface and properly maintain until restoration is to be completed. Within ten (10) days after pavement removal, place, compact, and seal the subbase and base.
Within sixty (60) days after pavement removal, place the finished surface course. Temporary and permanent repair shall at all times provide a smooth traffic surface.
36.5
MINIMUM PAVEMENT REPAIR
1.)
Provide the following minimum pavement structure:
a.)
SUBBASE: 12 inches of compacted material with a Florida Bearing Value of 50 psi. Compaction of minimum 98% of maximum density - AASHTO T-180 modified, or LBR of 40, compacted to 98% of maximum density AASHTO T-180 modified.
b.)
BASE: For existing limerock base - Match the existing base thickness or a minimum of six (6) inches, whichever is greater and compact to 98% maximum density AASHTO T-180 modified. Base shall extend beyond top of trench at least one (1) foot on both sides.
c.)
FOR EXISTING SOIL CEMENT BASE: Replace with either soil cement or Portland cement concrete (3,000 psi) of comparable thickness depending upon width of trench cut.
d.)
FOR EXISTING SOIL CEMENT BASE: Areas six (6) feet wide and over 50 feet long - Replace with Duro-Rock or equal.
e.)
COAT: Prime the limerock base with a minimum of 0.2 gallons per square yard and then sand as required.
f.)
CONCRETE BASE: If the area to be repaired is small and it would not be practical to mix and compact a subbase, the base may be made nine (9) inches thick using either limerock or Portland cement concrete (Type I).
g.) SURFACE: Shall be the thickness of existing pavement or a minimum of 1-1/2 inches of Type S-3 asphaltic concrete unless otherwise specified. Large areas (150 square yards or more) of existing Type S-3 asphaltic concrete shall be replaced with Type S-3 mix. Finish surface to proper grade and crossection to match original. Width of asphalt surface shall exceed width of top of trench by at least One (1) foot on both sides.
2.)
IF PAVEMENT REMOVED IS SUPERIOR TO THE MINIMUM SPECIFICATIONS SET FORTH ABOVE, MAKE THE PATCH EQUAL TO THE PAVEMENT REMOVED.
36.6
SETTLEMENT OF PAVEMENT
Any settlement of the pavement repairs occurring within the period of one (1) year after final acceptance of the project by the OWNER shall be repaired or replaced by the CONTRACTOR as required by, and at no cost to, the OWNER.
36.7
STABILIZED ROADS
On clay or other type stabilized roads, the stabilizing material must be replaced and the roadway compacted to at least its original condition.
36.8
TESTING
Unless otherwise stipulated on the plans, the following tests will be made by an independent testing laboratory:
1.)
Determination of the job mix formula.
2.)
Test of the asphalt concrete.
3.)
Sieve analysis of the aggregate.
4.)
Determination of bitumen content of the asphaltic concrete.
5.)
Determination of density of finished pavement.
6.)
Core boring to determine thickness.
