About this file
This document is Section 30 - General from a contract specification for the City of St. Cloud, Florida, covering comprehensive construction and project management guidelines for municipal infrastructure projects. The section provides detailed instructions for contractors on various aspects of project execution, including grades and survey lines, utility coordination, traffic maintenance, public safety, access rights, construction hours, easement work, and general operational protocols. Key requirements include maintaining safe work zones, protecting public services and property, coordinating with utility companies, managing traffic flow during construction, obtaining necessary permits, and adhering to specific work hour restrictions (generally 7:00 a.m. to 7:00 p.m. on weekdays, with specific exceptions for water main tie-ins and street work).
The document outlines contractor responsibilities for site management, including cleaning during and after construction, protecting existing infrastructure, handling material substitutions, and managing potential disruptions. Financial considerations include contractor-borne expenses for permits, temporary facilities, and utility coordination, with provisions for potential material unavailability and substitution. The specifications emphasize safety, environmental protection, and minimal public inconvenience, requiring contractors to follow OSHA regulations, use approved chemicals, and maintain existing access to residences and businesses throughout the construction process. The guidelines are comprehensive, covering everything from traffic control devices to handling unexpected utility conflicts, and reflect standard municipal engineering contract requirements with a focus on public safety and project efficiency.

30.1 GRADES, SURVEY LINES, AND PRECONSTRUCTION CONFERENCE
30.1.1 GRADE
All work shall be constructed in accordance with the lines and grades shown on the PLANS. The full responsibility for keeping alignment and grade shall rest upon the
CONTRACTOR.
Bench marks and base line controlling points shall be established prior to beginning work. Reference marks for lines and grades as the work progresses will be located to cause as little inconvenience to the prosecution of the work as possible. The CONTRACTOR shall so place excavation and other materials as to cause no inconvenience in the use of the reference marks provided. The CONTRACTOR shall remove any obstructions placed contrary to this provision within 48 hours of notification.
30.1.2 SURVEYS
The CONTRACTOR shall furnish and maintain, at his own expense, stakes and other such materials, and give such assistance, including qualified helpers, for setting reference marks to the satisfaction of the CITY and the CITY ENGINEER or designee.
The CONTRACTOR shall check such reference marks by such means as he may deem necessary and, before using this, shall call the CITY'S attention to any inaccuracies.
The CONTRACTOR shall, at his own expense, establish all working or construction lines and grades as required from the reference marks, and shall be solely responsible for the accuracy thereof. The CONTRACTOR shall, however, be subject to the check and review of the CITY ENGINEER or designee.
30.1.3 PRECONSTRUCTION CONFERENCE
A.) A Preconstruction Conference shall be held with the successful contractor and all available subcontractors prior to the start of construction at which time all shall be apprised of their responsibilities and obligations regarding the labor standards provisions contained in the Contract Documents. The Conference will also include the water, gas, cable, electric, and telephone utility representatives as necessary to discuss the protection and location of the various utilities.
B.) A Preconstruction Inspection of all reference monuments, storm sewers, and other pertinent structures shall be made by representatives from the CONTRACTOR and from the OWNER and/or the PROJECT ENGINEER. All necessary labor and equipment for this inspection shall be supplied by the CONTRACTOR and shall be considered as part of the Contract. Detailed records of the inspection shall be the responsibility of the CONTRACTOR.
30.2 UTILITY COORDINATION
30.2.1 LOCATION OF UTILITIES
Prior to proceeding with trench excavation the CONTRACTOR shall contact all utility companies in the area to aid in locating their underground services. It shall be the CONTRACTOR'S responsibility to contact utility companies at least three (3) normal working days before starting construction. Once utility locations have been marked, the CONTRACTOR shall proceed with caution in the excavation and preparation of the trench so that the exact location of underground utilities may be determined.
The CONTRACTOR shall take all reasonable precautions against damage to existing utilities. However, in the event of a break in an existing water main, gas main, sewer or underground cable, the CONTRACTOR shall immediately notify the responsible official of the organization operating the interrupted utility. The CONTRACTOR shall lend all possible assistance in restoring services and shall assume all cost, charges, or claims connected with the interruption and repair of such services.
The OWNER shall not be responsible for utility information provided by private utility companies or others not under the direct supervision of the OWNER.
30.2.2 DEVIATIONS OCCASIONED BY STRUCTURES OR UTILITIES
Wherever obstructions are encountered during the progress of the work and interfere to such an extent that an alteration in the PLANS is required, the CITY shall have the authority to order a deviation from the line and grade or arrange with the owners of the structures for the removal, relocation or reconstruction of the obstructions. Where gas, water, telephone, electrical, hot water, steam or other existing utilities are an impediment to the vertical or horizontal alignment of the proposed pipe line, the CITY shall order a change in grade or alignment or shall direct the CONTRACTOR to arrange with the owners of the utilities for their removal. 30.3.2.5 PROTECTION OF THE WORK FROM INJURY BY TRAFFIC
Where traffic would be injurious to a base, surface course or structure, constructed as a part of the work, all traffic shall be maintained outside the limits of such areas until the potential for injury no longer exists.
30.3.3 TRAFFIC CONTROL
30.3.3.1 STANDARDS
Part IV of the Manual on Uniform Traffic Control Devices (MUTCD) shall govern traffic control for street and highway construction and shall set forth the basic principles and prescribes minimum standards to be followed in the design, application, installation, maintenance and removal of all traffic control devices and all warning devices and barriers which are necessary to protect the public and workmen from hazards within the project limits. The standards established in the aforementioned manual constitute the minimum requirements for normal conditions, and additional traffic control devices, warning devices, barriers or other safety devices will be required where unusual, complex or particularly hazardous conditions exist.
Temporary center lines, lane lines and edge lines will be required in accordance with Section 60-1 of the MUTCD with the following exceptions and additions:
A) Edge lines will also be required on all detours, where vehicle paths are altered from normal operations, on lanes that are narrowed for any reason and at locations adjacent to a paved shoulder.
B) Temporary striping shall be accomplished with tape or paint. Painted lines will not be allowed, if they will ultimately be in conflict with the next phase of traffic maintenance.
C) The temporary or permanent striping shall be applied by the end of each day's operation.
D) Temporary edge lines, center lines and lane lines, paint or tape, shall be six inches in width.
The quantity to be paid for shall be the length of material, paint or tape, placed as follows:
A) The net length in miles of solid pavement marking authorized and acceptably applied. Where STOP BARS are necessary, the quantity to be paid shall be converted to equivalent length of solid line six inches wide.
B) The total traversed distance in gross miles of skip pavement marking. The length of actual applied line will depend on the skip ratio of the material used.
30.3.3.2 TRAFFIC CONTROL DEVICES, WARNING DEVICES AND BARRIERS
Installation: The responsibility for installation and maintenance of adequate traffic control devices, warning devices and barriers for the protection of the traveling public and workers, as well as to safe-guard the work area in general shall rest with the CONTRACTOR. The required traffic control devices, warning devices and barriers shall be erected by the CONTRACTOR prior to creation of any hazardous condition and in conjunction with any necessary re-routing of traffic. The CONTRACTOR shall immediately remove, turn or cover any devices or barriers which do not apply to existing conditions.
The CONTRACTOR shall make the PROJECT ENGINEER aware of any scheduled operation which will affect traffic patterns or safety, sufficiently in advance of commencing such operation to permit his review of the plan for installation of traffic control devices, warning devices or barriers proposed by the CONTRACTOR.
The CONTRACTOR shall assign one of their employees the responsibility of maintaining the position and condition of all traffic control devices, warning devices and barriers throughout the duration of the contract. The PROJECT ENGINEER shall be kept advised at all times as to the identification and means of contacting this employee on a 24-hour basis.
Furnishing of Devices and Barriers: All traffic control devices (including signs), warning devices and barriers shall be furnished by the CONTRACTOR.

Each variable message sign shall have a matrix of electrostatic elements, a portable, plug-in keyboard and a power generator system. Each variable message sign shall be permanently mounted on a towable trailer. This item will remain the property of the CONTRACTOR upon completion of the project.
Payment will be made only for variable message signs that either have been certified or one for which a temporary permit has been issued by the CITY. In either case, the variable message signs must have been properly maintained since certification. Such price and payment shall constitute full compensation for furnishing, installing, operating, relocating, maintaining and removing variable message signs.
Flag Person: The CONTRACTOR shall provide a competent flag person to direct traffic where one-way operation in a single lane is in effect and in other situations as may be required by the standards.
Existing Pavement Markings: Where a detour changes the lane use or where normal vehicle paths are altered during construction, all existing pavement markings that will be in conflict with the adjusted vehicle paths shall be removed. Over painting will not be allowed. The removal may be accomplished by any method that will not materially damage the surface texture of the pavement and which will eliminate the previous marking pattern regardless of weather and light conditions.
The PROJECT ENGINEER may order painting of cement or concrete or overlaying of asphaltic concrete pavement to prevent longitudinal joints from appearing to be pavement markings.
The PROJECT ENGINEER may waive these requirements for detours which will be in use less than 12 hours.
No Waiver of Liability: The CONTRACTOR shall conduct their operations in such a manner that no undue hazard will result due to the requirements of this article, and the procedures and policies described therein shall in no way act as a waiver of any of the terms of the liability of the CONTRACTOR or their surety.

C.) If substitutes are used in the work, the compensation to be paid to the
CONTRACTOR shall be subject to review and adjustment. As a general principle, if the PROJECT ENGINEER shall determine that the substitute will be less satisfactory, the CONTRACTOR shall allow a credit to the OWNER; only under unusual circumstances shall there be an increase in compensation to the CONTRACTOR on account of substitution. The basis upon which the amount of price and adjustments will be founded shall be the cost of the appropriate items at the time the bids were opened.
