About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 seeks upgrading of electrical infrastructure at the Hershel "Woody" Williams VA Medical Center in Huntington, West Virginia, with sealed proposals due May 27, 2026 at 1:00 PM EDT. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside under NAICS 238210; place of performance is Huntington, West Virginia.
The scope encompasses replacement of approximately 60 obsolete Square D NEHB panelboards (277/480V, 100A); installation and retrofit of 480V motor control centers, main distribution panels, and panelboards; installation of 34.5kV to 4.16kV transformers with biobased FR3 fluid; replacement of three main transformers; installation of lightning protection systems compliant with NFPA 780 and UL 96A across 25 buildings; replacement of fire alarm panels from EST-3 to EST-4 at 19 locations using Edwards brand equipment; HVAC cooling installation in Building 23R; and power metering using SEL brand load meters. Work must be performed during non-business hours to minimize disruption to active medical center operations. Performance is anticipated within 1,830 days from notice to proceed.
Contractors must comply with VHA Infection Control Risk Assessment protocols across all affected areas, provide proof of an OSHA-certified competent person on site, and obtain VA badging and background checks for all personnel prior to commencement. A mandatory site visit occurred March 10, 2026. Technical questions were due March 24, 2026; no further RFIs are accepted as of Amendment 4, effective May 13, 2026. Bid guarantee of not less than 20 percent of bid price (not to exceed $3 million) is required on Standard Form 24. Offers must remain valid 120 calendar days. Award will use the best value tradeoff method under FAR 15.103-1, with non-price factors (technical capability and past performance) significantly more important than price. Offerors must submit three to five past performance references from contracts completed within the past five years, with completed questionnaires due April 29, 2026. SDVOSB subcontracting limitations apply: prime contractor cannot pay more than 85% of government payments to non-certified firms for general construction. Amendment 4 incorporates FAR 52.222-90 (Executive Order 14938) into the contract. The contracting officer is Laura Tawzer.
