About this file
This is a Brand Name Justification document submitted under FAR 36.202 and VAAR 836.202-70 authorizing the use of a specific branded product rather than equal alternatives. The justification supports the specification of SEL (Schweitzer Engineering Laboratories) power quality and revenue meters for a utility metering system project. The Government determined that SEL meters provide the required outputs at the most economical cost and that switching to an alternative manufacturer would necessitate a complete design redesign due to incompatible auxiliary components including current transformers, cabling, and cabinets.
The SEL meters are specified across twelve engineering drawings (EP-901, EP-911, EP-912, EP-913, EP-917, EP-918, EP-921, EP-922, EP-923, EP-925, EP-927, and EP-928) covering various buildings and facilities including substations, parking garage, and maintenance/grounds locations. The Advanced Utility Metering System specification section 25 10 10 serves as reference only, with project drawings taking precedence and any major discrepancies to be resolved with the Contracting Officer's Representative (COR). The Brand Name Justification was approved on December 2, 2025, by Contracting Officer Laura Tawzer and COR Charles Adams.

BRAND NAME JUSTIFICATION
FAR 36.202 Specifications and VAAR 836.202-70 Specifications – use of equal products
PROCUREMENT REQUEST [INSERT NUMBER] / PURCHASE
ORDER [INSERT NUMBER]
In accordance with Federal Acquisition Regulation (FAR) 11.105(a)(1) and 36.202(c), the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs
For Specifications – use of equal products (VAAR 836.202-70 and 852.236-90).
A small portion of this project is to install power monitoring meters. The design is based on using SEL (Schweitzer Engineering Laboratories) power quality and revenue meters. These meters provide the outputs required by the Energy Engineer. It was determined during the design phase that this meter provides the required outputs at the most economical cost. A change to a different manufacturer would require a new design as other power meters will require different auxiliary components – current transformers, cabling, cabinets, etc.
This equipment is called out on drawings:
EP-901 for 1S/1A USS-1/Sub 5, 1S/1A USS-2/Sub 4, & 12 EP-911 for 1W Sub 9 EP-912 for 1W Sub 10 EP-913 for 1 Sub 6 EP-917 for 2 Sub 6 EP-918 for 2 Sub 17 & 3 EP-921 for 4, T1, & T2 EP-922 for 5, 6, T3, T4, & T5 EP-923 for 23R EP-925 for 7, 8, & 9 EP-927 for 25 Parking Garage EP-928 for 34 Maintenance / Grounds
Advanced Utility Metering System specification section 25 10 10 is to be used for reference only. The drawings are to take precedence over the specification. Any major discrepancy is to be discussed with the COR.
