About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation 36C24526R0030, an Electrical Infrastructure Project at Huntington VA Medical Center (VAMC).
The project involves comprehensive electrical infrastructure upgrades including replacement of three main transformers (with long lead times), NEHB panel retrofits and replacements, Motor Control Center (MCC) upgrades, and lightning protection system installation. Key requirements include: NEHB breaker interiors must be Square D brand; load meters must be SEL brand; fire alarm components must be Edwards brand; and the lightning protection system must meet NFPA 780 requirements and be UL 96A certified. The contractor is responsible for developing and implementing all phasing, outage sequencing, and temporary power arrangements to maintain continuous hospital operations. Work requiring outages must occur after normal hours with prior approval from the Contracting Officer; NEHB panel replacement is limited to evening hours with maximum two panels per evening, each with dedicated crews. Panel schedules, MCC documentation, and a load study will be provided, with contractors responsible for field verification and restoration. Site visits are recommended but not mandatory; authorized subcontractors may attend on behalf of teams. Infection Control Risk Assessment (ICRA) requirements are specified on designated drawings, with work in occupied spaces scheduled outside normal hours. The contractor must coordinate Interim Life Safety Measures with the VA Medical Center, Facilities Engineering, Safety, and Infection Control. No tax exemption applies, no liquidated damages exist, and phased turnover is anticipated except for medium voltage transformer work. All removed circuit breakers must be returned to the VA. Contractors should anticipate construction congestion from concurrent large projects at the facility.

o Existing transformer 2_2-LA-B-A location is in BD106aS shown on ED-301 as “30KVA XFMR” next to panel “2-LA-B-A”.
10. Will this project be tax exempt? If so, will the government provide a certificate o This project will not be tax exempt.
11. Is attendance at the site visit mandatory before the 24th for proposal eligibility?
What's the process to get authorized for the visit as I intend to walk the project.
o Attendance is not mandatory but recommended. The process and contact information is detailed in the solicitation.
12. If mandatory, must prime contractors attend, or can an authorized subcontractor attend on behalf of the team?
o The site visit is not mandatory. An authorized subcontractor can attend on behalf of the team.
13. Will there be additional site visit opportunities if scheduling conflicts arise?
o No there will not be additional site visit opportunities.
14. Can the VA provide more details on required phasing to maintain continuous hospital operations during infrastructure upgrades?
o The Contractor shall be solely responsible for developing, coordinating, and implementing all required phasing, outage sequencing, and temporary power arrangements necessary to maintain continuous hospital operations during infrastructure upgrades. Where electrical panels cannot be relocated adjacent to panels being replaced, temporary electrical panels shall be provided; panels requiring insert replacements shall likewise be supported by temporary panels to minimize downtime. All outages shall be minimized, coordinated with the VA Medical Center, and performed only during VA‑approved outage windows, with uninterrupted operation of critical, essential, and life‑safety systems maintained at all times. All temporary power systems, phasing measures, coordination efforts, and any associated cost or schedule impacts shall be included in the Contractor’s scope, contract price, and project schedule.
15. Are there defined outage windows for tie-ins to existing electrical systems, and what are the constraints on shutdown durations?
o Work that requires outages will be done after normal work hours and will have prior approval from the COR. As mentioned during the walk down, NEHB panel replacement will only be done during evening hours and only two per evening will be allowed with each having a dedicated crew.
16. Are as-built drawings and existing load studies available for review?
o Not sure what as-built drawings are being referenced, but all available drawings can be reviewed on site. A load study is available for review.
17. Has a recent arc flash or coordination study been completed, and will it be provided?
o Yes
18. What level of coordination has already occurred with the serving utility for the 34.5kV to 4.16kV transformation upgrades?
o The existing 34.5 kV primary service is protected by VA‑owned medium‑voltage switching equipment. At this time, no coordination has been performed with the serving utility for the 34.5 kV to 4.16 kV transformer upgrades. Any required coordination, notifications, approvals, or sequencing with the serving utility associated with this work shall be the responsibility of the Contractor.
19. Are there known long-lead utility components or approvals that should be accounted for?
o The three main transformers are scheduled for replacement as part of this project. Transformers of this size typically have a long lead time.
20. Are there any brand-name or sole-source equipment requirements not explicitly identified in the solicitation?
o NEHB breaker interiors are to be built by Square D; load meters are by SEL;
fire alarm system components will be Edwards brand.
21. Has the VA identified any long-lead equipment that may impact schedule or procurement strategy?
o The three main transformers are scheduled for replacement as part of this project. Transformers of this size typically have a long lead time.
22. Can the VA provide additional guidance on infection control requirements for this project, particularly related to work in occupied spaces?
