About this file

This is a comprehensive specification document for the Upgrade Electrical Infrastructure project (581-22-102) at the Hershel "Woody" Williams VA Medical Center in Huntington, West Virginia, under Contract No. 36C24522C0141. The specifications detail extensive requirements across multiple construction divisions including general requirements, concrete, metals, firestopping, joint sealants, hollow metal doors and frames, interior wood doors, door hardware, non-structural metal framing, gypsum board, acoustical ceilings, resilient base, and painting. Key sections establish safety requirements including Activity Hazard Analyses, infection control procedures with specific risk classifications (Class I through IV), fire safety protocols, electrical safety in compliance with NFPA 70E, fall protection at six feet minimum, scaffold requirements, excavation and trench safety, and comprehensive commissioning requirements for building systems. The document mandates quality control procedures with three-phase control systems (Preparatory, Initial, and Follow-Up), specialized personnel qualifications, daily safety inspections, and monthly third-party inspections by certified safety professionals. Testing and commissioning requirements are extensive, including Pre-Functional Checklists, Systems Functional Performance Testing, trending and alarming of direct digital control systems, and operation and maintenance training with documented video recordings and instruction transcripts.

Material specifications reference numerous ASTM standards, ANSI/BHMA publications, and MPI guidelines for finishes and coatings. The project requires sustainable construction compliance including recycled content minimums for various materials, low-VOC paint and sealant limitations, and comprehensive waste management with minimum 50 percent diversion rates. Installation requirements address coordination with mechanical and electrical systems, fire-rated assembly construction, sound and smoke barrier integrity, accessibility compliance with ADA standards, and warranty management extending through a 12-month post-occupancy period. Hardware scheduling, finish selections, and detailed construction sequences are specified throughout, with emphasis on maintaining continuous operations at the occupied medical facility, requiring phased work coordination, utility interruption approval processes, and infection control measures during all construction activities. The specifications require submittal of shop drawings, product data, samples, test reports, and qualifications documentation in compliance with Section 01 33 23 procedures, with Government approval required before work commencement on major systems and assemblies.
