About this file
This is a Basis of Design document prepared for a federal contract to upgrade electrical infrastructure at Hershel "Woody" Williams VA Medical Center in Huntington, West Virginia. The project (581-22-102) is under Contract Number 36C24522C0141 and was prepared by Davenergy Solutions on March 31, 2025.
The design addresses electrical infrastructure deficiencies through replacement of obsolete NEHB panelboards, relocation of underrated panels, transformer upgrades, fire alarm system modernization, and related mechanical and plumbing improvements. Key electrical scope includes replacing approximately 60 obsolete Square D NEHB panels (277/480V, 100A) across multiple buildings with modern equivalents; relocating panels in Buildings 5 and 12 to achieve code-compliant accessibility and work clearances; replacing three distribution transformers with oil containment berms and FR3 biobased fluid; upgrading lightning protection systems; and installing power metering for energy efficiency monitoring. Mechanical work focuses on Building 23R Room G03, requiring dedicated direct expansion cooling with dual parallel compressors, thermostatically controlled heating, temperature monitoring with local and remote alarms, and coordination with Johnson Controls' Metasys system. Architectural improvements include minor remodeling to support mechanical and electrical installations, such as creating new electrical rooms, fire-rated partitions, bollards, and wire mesh doors. The design complies with 2021 International Building Code, VA Technical Integration Library standards, NFPA codes (70, 72, 101), NEC requirements, and ASHRAE 90.1 for energy efficiency. Fire alarm upgrades involve converting existing Edwards EST-3 panels to EST-4 panels across 19 locations with software modernization and component repurposing where feasible. Protective device coordination adjustments, transformer oil testing, grounding/lightning protection testing, and load monitoring have been completed to support proper equipment sizing and system reliability.
