A cage gate will provide access to the pesticide main building area. The eyewash station will be moved to the pesticide area of the building. A sink is to be installed with the eyewash station.

2.3 SYSTEM SELECTION – MEP (MECHANICAL):

Building 23R Room G03:

This space is considered a satellite electrical room with internal heat gain. With outside air temperatures exceeding maximum space temperatures during peak summer heat mechanical cooling will need to be installed and operate during the peak summer hours. Refer to drawings about equipment selection and scope of work.

Design information was obtained from the HVAC Design Manual – November 1, 2017, rev November 1, 2021 ‘dmHVAC06-Table.xls’ on the VA TIL.

Additional Design findings:

Transformer heat dissipation to be estimated at a rate of 3% of the anticipated actual peak demand. Rated nameplate capacity shall not be used for equipment heat gain.

Mechanical cooling can be provided in one of the following ways:

Use economizer cycle or exhaust ventilation in mild weather.

Provide a dedicated mechanical cooling unit using chilled water or refrigerant direct expansion (DX) as the cooling medium. Cooling shall be available on demand.

Provide minimum outdoor air in the mechanical cooling mode.

Avoid installing mechanical cooling units within the electrical room to prevent possible damage due to water leakage and/or overflow of condensate drain pans.

Provide thermostatically controlled heating system only if the space heat gain cannot offset the design heat load.

The current equipment heat gain dissipated to the room is larger than the design heat load, so a heating mode will not be required.

Provide a DDC sensor to monitor the space temperature and initiate local and remote alarms in the event space temperature exceeds 95⁰F with a local control loop.

Direct Expansion Requirements:

Equipment selection shall comply with the minimum Energy Efficient Ration outlined in the latest version of ASHRAE Standard 90.1.

Refrigerant piping layout shall be reviewed and approved by the equipment manufacturer. Filter-driers are required, if they are not installed at the factory, they shall be field installed.

Select two compressors in parallel, where feasible, in place of a single compressor to facilitate part load operation and provide partial redundancy. With two compressors serving a single DX coil, provide intertwined coil circuiting to facilitate refrigerant flow through the entire coil even with one compressor in operation.

Chlorofluorocarbon (CFC)-based refrigerants shall not be used in new construction or equipment. Utilize refrigerant types that have an ozone depletion potential (ODP) of zero (ex. R-134a, R-410a, R-407c, etc.)

Louvers or transfer diffusers will need to be installed to meet the air change requirements.

Building 51: Relocate existing eyewash and install new sink per plans and specifications.

Design information was obtained from the HVAC Design Manual – November 1, 2017, rev November 1, 2021 ‘dmHVAC06-Table.xls’ on the VA TIL.

With outside air temperatures exceeding maximum space temperatures during peaksummer heat mechanical cooling will need to be installed and operate during the peak summer hours.

2.4 SYSTEM SELECTION – MEP (ELECTRICAL):

This project shall upgrade the existing electrical infrastructure and equipment to comply withVA electrical systems requirements. Construction will comply with plans, specifications and applicable VA design guides. The VA has provided recommended actions for each item as indicated in the SOW; further general requirements for each item have been provided in the SOW. 2.5 SYSTEM SELECTION – FIRE ALARM:

The existing Fire alarm requires upgrading to the most current hardware and software per the VA guidelines. These systems shall be upgraded per the manufacturer recommendations and processes. All fire protection design will follow the latest edition of the following codes: NFPA 101 Life Safety Code, VA Fire Protection Design Manual, and International Building Code. NFPA code states that a fire alarm system in a health care facility cannot be turned off longer than 4 hours. After 4 hours a fire watch program must be implemented. By phasing the cutover of panels one by one and building by building a fire watch program will not be required.

Existing Edwards brand EST-3 fire alarm panels shall be upgraded to EST-4 fire alarm panels. This includes all panels, subpanels, and annunciators. The Edwards EST-3 has integral components that can be reused in the new EST-4 panels. These shall be migrated as the upgrade takes place on a panel-by-panel basis. All batteries will be replaced. This is due to the existing batteries needing to continue to support the EST-3 panel until the EST-4 panel is active. Batteries in the EST-4 must be operational the moment it becomes active, so the reuse of the batteries is not an option. None of the existing annunciators can migrate from the EST-3 to the EST-4. This will result in all existing annunciators will be upgraded to new units. The existing system has an emergency communication system in place. This system shall be integrated into the EST-4 panel upgrade. This system utilizes speakers in devices such as horn strobes and is also tied into the existing overhead paging system. No material changes are anticipated to this leg of the system. Existing back cans, power supplies, and tie cables between panels shall be reused unless damaged. Current cabling that tie panels together is suitable for reuse to all existing panel locations. The tie cables are as follows: Multimode fiber is currently installed between the fire alarm panels creating a fire alarm network. Copper cable is between the existing “FireWorks” PC and the closest existing fire alarm control panel. All other cables are copper including cable between the fire alarm annunciators and the fire alarm control panels.

Phasing:

There will be a phased upgrade to the entire fire alarm system campus wide. The phasing will fall into 2 distinct sections.

Phase 1: Phase 1 will be the installation of the required mechanical components (panels) and infrastructure and any tie cables temporary and/or new. The EST-4 panels will be “temporarily mounted or supported” at the EST-3 panel location. Connections to the existing fiber tie cables will be joined. The reusable components will be removed from the EST-3 and placed into the EST-4. The EST-3 panel will be removed, and the EST-4 panel mounted into its place. Installation of the new “Fireworks” PC and software shall be completed. Reuse of the panel doors will be done on a panel-by-panel basis.

Phase 2: Phase 2 will consist of integrating the new panels on a building-by-building basis. Following the integration of these panels there will be a 100% system test for the building integrated. The final portion of Phase 2 is the training, certification, and commissioning of the system in its entirety. Last is a 100% test of all panels and components, as a final close out of the project.
