About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking to upgrade the entire fire alarm system and associated equipment at the Richard L. Roudebush VA Medical Center, including both the main VAMC campus and Cold Springs Road campus in Indianapolis, Indiana. The project involves replacing obsolete life safety components with new Siemens-compatible equipment, updating initiating and notification devices, installing a new network control center, and rewriting fire alarm programming to meet current codes and standards while improving system communication and functionality. The contract requires a NICET Level III certified technician to oversee installation and must comply with NFPA 72 and VA fire protection design standards. A mandatory pre-bid site visit was held on June 24, 2025, with requests for information due July 7, 2025, at 10:00 AM ET, and bids due July 23, 2025, at 10:00 AM ET, followed by a virtual bid opening one hour later. The procurement falls under NAICS code 238210 for electrical contractors with a size standard of $19 million.

This solicitation is 100% set aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with the project magnitude estimated between $1,000,000 and $2,000,000. Current fire alarm system maintenance appears to be performed by Aadco Alarms & Communication Systems based on inspection records from 2019. The contract includes a 210-day performance period following Notice to Proceed, with work required during normal business hours (6:00 AM to 5:00 PM, Monday through Friday) and an estimated total project duration of approximately 270 days including preconstruction activities. The scope covers multiple buildings across both campuses, with the Cold Springs Road location specifically designated to remain a non-voice system, while the main campus will receive voice communication capabilities. All work will be performed at the VA medical facilities in Indianapolis, Indiana, with strict infection control requirements and badging procedures for all personnel accessing the healthcare environment.
