About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source acquisition by the Department of Veterans Affairs. The project involves upgrading the fire alarm system at the Richard L. Roudebush VA Medical Center and Cold Springs Road campus, specifically requiring Siemens Fire Alarm Control Panels (FACP). The acquisition is justified because the existing fire alarm system components are already Siemens products, and alternative options would increase costs, project schedule, and reduce system effectiveness.

The solicitation will be posted as an Invitation for Bid (IFB) and set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The statutory authority for sole source procurement is 41 USC §3304(a)(1), citing only one responsible source that can satisfy agency requirements. The contracting activity will ensure fair and reasonable pricing through price analysis techniques, including comparison against the independent government estimate. There are currently 2,659 SDVOSBs registered on SAM.gov under the relevant NAICS code for this acquisition.
