Drawing HA101 Hazardous Materials 3rd Floor Asbestos Abatement Plan the only abatement called out in the drawings is the note shown in the snip below from drawing HA101.
The SCOPE OF WORK document included (as an attachment to the bid doc. s) shows the following (snip below).Â
SCOPE OF WORK APPENDIX A (pages 5-7 of the Scope of Work) shows the snips below (notes pertaining to Bldg. 406 2nd Floor and 3rd Floor.
The demolition drawing shows the wood grain vinyl composite engineered flooring to be demolished / removed but drawing HA101does not show it or it s mastic as being asbestos that needs to be abated. Note 1. Above from the SCOPE OF WORK document says Blk old floor mastic likely has not been removed and should be assumed . Should our base bid assume that all the wood grain vinyl composite engineered floor be abated? FYI, if the mastic under this floor must be abated, then the entire flooring assembly including the asbestos containing mastic will need to be removed by a certified asbestos abatement subcontractor. Demolition Laborers CANNOT remove the vinyl flooring if the mastic is positive. The $25,000 dollar allowance outlined in item C.5. of the SCOPE OF WORK will NOT cover the cost to remove the vinyl composite engineered flooring if the mastic is determined to be positive for asbestos.
Answer: Yes, bidders are to price the bid assuming that they have to abate all the ACM listed in Item 5 of the SOW and anything shown in the Appendix. There was to be an added amount ($25K) to test for and abate any unknown ACM they might run into that was not outlined in the drawings provided.
HA101 cannot show ACM other than what is clearly present in the PTAC units. However, the VA knows from the asbestos inventory that there is other asbestos present but not the exact location. The possibility of other asbestos has been included in the SOW and in the Appendix A. Part of the project involves testing for and abating unknown asbestos.
Known Asbestos:
Transite Panels behind PTAC Units
Friable Pipe Insulation within the walls
Friable and non-friable flooring materials - black mastic on third floor
Sealant on duct work on the second floor
Same idea as #4 above pertaining to Note 3 above There is ductwork removal called out in the ceiling of the 2nd Floor, the note above says the brown sealant on the duct joints throughout 2nd floor is positive for ACM, BUT the HA101 drawing does not state anything about ductwork material on 2nd floor having to be abated and/or any material on the second floor being positive for asbestos.Â
Should our base bid assume that the ductwork on second floor will have to be abated / removed by an asbestos abatement subcontractor?Â
Answer: Â
Yes. The duct work on the second floor is to be abated and costs included in base bid.
B. In addition to that question, should our base bid assume that all the ductwork on 3rd floor contains the same brown sealant that contains asbestos, therefor it will need to be abated also?
Answer:
No. Renovation work on second and third floors were completed at different times. The brown sealant is not reported as present in the Asbestos Survey (Appendix A). However, it would be prudent, prior to demolition, to look for this sealant and if found test to confirm it is an asbestos containing material (ACM). The $25000 line item added to everyone s bid is to be used to test unidentified and suspect ACM. If this amount of money is insufficient, then a change order will be required.

Edit Sheet AE101B Room 30650, Dishwasher
Answer: Delete the dishwasher from the staff breakroom (30650), provide cabinet with doors.
Ref Q&A #27- What is the thickness of the underlayment that is to be removed? Does the entire 3rd floor require underlayment removal and a new self-level floor infill throughout the space? Or just her areas designated with keynote D2.1 & D2.2 on drawing AD102?
The general demolition note 2 on drawing AS102 indicates to remove existing construction on the floor to expose the structural floor slab. Keynote D2.1 & D2.2 are not shown in all rooms therefore what areas require underlayment removal? How thick is it? What type of material is required to infill the areas of underlayment removal? Is a 0 to 1 self-level underlayment required or is the area more than 1 and require 3/8 pea-gravel added to the mix?
Answer: The topping appears to be 1 , and it should be removed where noted on the plans. If it becomes damaged by demolition in other area. See attached drawing for reference. Attachment 1.
Amendment 3 had questions 1-13 included, then amendment 4 had 8 added questions, bringing the total to 21 questions and answers provided. Amendment 6 provides more questions / Answers, but started at #23. Was there a Question #22? If so can you please provide the question and the answer?
Answer: Question 4 of the 2nd Set of RFIs actually combined two separate questions (17 and 18). There should have been 9 questions in the 2nd set for a total of 22.

** Workers in this classification may be entitled to a higher
minimum wage under Executive Order 14026 ($16.20) or 13658
($12.15). Please see the Note at the top of the wage
determination for more information.
Note: Executive Order (EO) 13706, Establishing Paid Sick Leave
for Federal Contractors applies to all contracts subject to the
Davis-Bacon Act for which the contract is awarded (and any
solicitation was issued) on or after January 1, 2017. If this
contract is covered by the EO, the contractor must provide
employees with 1 hour of paid sick leave for every 30 hours
they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their
own illness, injury or other health-related needs, including
preventive care; to assist a family member (or person who is
like family to the employee) who is ill, injured, or has other
health-related needs, including preventive care; or for reasons
resulting from, or to assist a family member (or person who is
like family to the employee) who is a victim of, domestic
violence, sexual assault, or stalking. Additional information
on contractor requirements and worker protections under the EO
is available at
https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within
the scope of the classifications listed may be added after
award only as provided in the labor standards contract clauses
(29CFR 5.5 (a) (1) (ii)).
----------------------------------------------------------------
The body of each wage determination lists the classification
and wage rates that have been found to be prevailing for the
cited type(s) of construction in the area covered by the wage
determination. The classifications are listed in alphabetical
order of ""identifiers"" that indicate whether the particular
rate is a union rate (current union negotiated rate for local),
a survey rate (weighted average rate) or a union average rate
(weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed
in dotted lines beginning with characters other than ""SU"" or
""UAVG"" denotes that the union classification and rate were
prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of
the union which prevailed in the survey for this
classification, which in this example would be Plumbers. 0198
indicates the local union number or district council number
where applicable, i.e., Plumbers Local 0198. The next number,
005 in the example, is an internal number used in processing
the wage determination. 07/01/2014 is the effective date of the
most current negotiated rate, which in this example is July 1,
2014.
Union prevailing wage rates are updated to reflect all rate
changes in the collective bargaining agreement (CBA) governing
this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that
no one rate prevailed for this classification in the survey and
the published rate is derived by computing a weighted average
rate based on all the rates reported in the survey for that
classification. As this weighted average rate includes all
rates reported in the survey, it may include both union and
non-union rates. Example: SULA2012-007 5/13/2014. SU indicates
the rates are survey rates based on a weighted average
calculation of rates and are not majority rates. LA indicates
the State of Louisiana. 2012 is the year of survey on which
these classifications and rates are based. The next number, 007
in the example, is an internal number used in producing the
wage determination. 5/13/2014 indicates the survey completion
date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a
new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate
that no single majority rate prevailed for those
classifications; however, 100% of the data reported for the
classifications was union data. EXAMPLE: UAVG-OH-0010
08/29/2014. UAVG indicates that the rate is a weighted union
average rate. OH indicates the state. The next number, 0010 in
the example, is an internal number used in producing the wage
determination. 08/29/2014 indicates the survey completion date
for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of
each year, to reflect a weighted average of the current
negotiated/CBA rate of the union locals from which the rate is
based.
----------------------------------------------------------------
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can
be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on
a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests
for summaries of surveys, should be with the Wage and Hour
National Office because National Office has responsibility for
the Davis-Bacon survey program. If the response from this
initial contact is not satisfactory, then the process described
in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal
process described here, initial contact should be with the
Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations
Wage and Hour Division
U.S. Department of Labor
200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an
interested party (those affected by the action) can request
review and reconsideration from the Wage and Hour Administrator
(See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator
U.S. Department of Labor
200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the
interested party's position and by any information (wage
payment data, project description, area practice material,
etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an
interested party may appeal directly to the Administrative
Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board
U.S. Department of Labor
200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.

REVISED RESPONSE TO RFI 131
What decorative pendant lights are to be used? The light is not on the schedule.
ANSWER: VA assumes the contractor is asking about the F14 mini-pendant fixtures which are scheduled to hang above the serving counter in each kitchen. VA does not see any additional information in the specs or drawings besides what it shown on the Lighting Fixture Schedule on drawing E001, and an interior elevation on sheet A402, detail 5.
There are a total of (6) of these fixtures, (3) at each kitchen. Progressive lighting is the specified manufacturer. VA will choose specific model and color after award. Each pendant will cost $150 and therefore please budget $900 for the pendant light.

On Sheet AS601, the wall types for smoke and fire rated partitions indicate 3" mineral fiber (mineral wool type) for acoustical insulation. For thermal insulation the notes indicate batt insulation, and the acoustical walls that are not smoke or fire rated indicate batt insulation. Is the insulation noted as batt insulation not mineral fiber (mineral wool)? Also, is glass fiber (fiberglass insulation) acceptable at the areas noted as batt insulation? Is the thermal and acoustical insulation at the VA was typically mineral fiber (mineral wool type)? There is a significant difference between mineral wool and fiberglass insulation.
Answer: Specification 07 21 13 for insulation allows only Mineral Fiber for semi-rigid, batt, and blanket insulation.
The specification calls out Aluminum ceiling grid for ACT. Aluminum is more expensive than steel. Generally, aluminum is only needed in high moisture areas to prevent rusting. Is aluminum to be used in all spaces?
Answer: Provide and install aluminum grids at the kitchen areas. Provide and install steel grid elsewhere.
Are we to go by the spec supplied or the most current VA spec for Div. 27?
